2월 9일부터 3월 23일까지 접수… 구정 참여형 5억·동 단위 계획형 13억 편성

대전 유성구가 주민들이 직접 마을의 필요한 사업을 제안하고 예산 편성 과정에 참여하는 ‘2027년도 주민참여예산 주민제안사업’ 공모를 시작한다. 

이번 공모는 주민의 목소리를 구정에 실질적으로 반영하여 풀뿌리 민주주의를 실현하고 생활 속 불편을 개선하기 위해 마련됐다.

공모 기간은 오는 2월 9일부터 3월 23일까지이며, 전체 사업 규모는 지난해와 동일한 총 18억 원이다. 예산은 사업의 성격에 따라 ‘구정 참여형’과 ‘동 단위 계획형’ 두 가지 트랙으로 운영된다.

먼저 구정 참여형 사업은 유성구 전체에 영향을 미치거나 2개 이상의 동에 걸쳐 추진되는 사업을 대상으로 하며 총 5억 원이 배정됐다. 단일 사업비 1억 원 이하의 창의적이고 파급효과가 큰 사업을 집중적으로 모집한다.

동 단위 계획형 사업은 주민들의 생활 밀착형 요구를 세밀하게 반영하기 위해 13개 동별로 각 7,500만 원씩 총 13억 원을 지원한다. 공모 분야는 안전·환경 ,경제·복지 ,문화예술·체육 ,교육·평생학습 등 4대 핵심 영역이다.

유성구민은 물론 유성구 내 사업장에 종사하는 직장인, 학생, 비영리민간단체 회원이라면 누구나 참여할 수 있다. 제안서는 유성구 홈페이지를 통한 온라인 접수나 이메일, 팩스, 또는 가까운 동 행정복지센터 방문 접수 중 편리한 방법을 선택하면 된다.

접수된 제안은 관련 부서의 법률 및 타당성 검토를 거친 뒤, 구민위원회 심사와 각 동 지역회의 및 주민총회를 통과해야 한다. 이후 온라인 투표를 통해 주민들의 최종 선택을 받은 사업들이 내년도 예산안에 최종 편성될 예정이다.

정용래 유성구청장은 “주민참여예산은 주민이 예산의 주인으로서 권리를 행사하는 가장 직접적인 통로”라며 “우리 동네의 불편함을 해결하고 유성구의 미래를 밝힐 수 있는 참신하고 실질적인 아이디어들이 많이 접수되길 기대한다”고 말했다.

First, the district-level participatory projects target projects that impact the entire Yuseong District or span two or more neighborhoods. A total of 500 million won has been allocated. The program focuses on creative, high-impact projects with a single project budget of 100 million won or less.

The district-level planned projects, funded by 75 million won per neighborhood, totaling 1.3 billion won, are designed to meticulously reflect the needs of residents. The competition focuses on four core areas: safety and environment, economy and welfare, culture, arts and sports, and education and lifelong learning.
