충남 아산시의회가 5일 열린 제264회 임시회 상임위원회에서 기후위기 대응부터 사회복지, 재난안전, 지역개발, 건축행정에 이르기까지 시민 체감형 조례안들을 잇따라 처리했다. 

이번 조례들은 ‘현장 밀착형 제도 개선’을 공통축으로, 단순한 제정·개정이 아닌 실효성 있는 행정 기반 마련에 초점이 맞춰져 있다.

김미영 의원이 대표 발의한 '아산시 기후대응기금 설치 및 운용 조례안'은 급격해진 이상기후에 대응하기 위한 재정적 기반을 확보하는 내용이다. 기금 설치와 운용 절차를 명문화해 향후 아산시의 탄소중립 정책이 단순 선언에 머물지 않도록 했다.

김 의원은 “기후위기 대응은 시민 안전의 문제”라며 “기금 마련을 통해 지역 실정에 맞는 감축 사업을 체계적으로 추진하겠다”고 강조했다.

같은 위원회에서 김은아 의원은 '아산시 사회복지사 등의 처우 및 지위향상에 관한 조례 일부개정조례안'을 통과시켰다. 개정안은 3년마다 복지사 보수와 근로 실태를 조사·공개하도록 의무화하고, ‘안전보장’ 개념을 명문화했다.

김 의원은 “복지사의 안전이 시민 복지의 출발점”이라며 “조례가 현장의 현실 개선으로 이어질 수 있도록 지속 점검하겠다”고 밝혔다.

김은아·김미영 의원은 공동으로 '아산시 에너지 관리 및 신·재생에너지 보급 지원 조례' 개정안을 발의, 주민참여형 발전사업과 집적화단지 우선 검토조항을 포함시켰다. 또 에너지위원회를 ‘2050 탄소중립녹색성장위원회’로 통합해 행정 일관성을 높였다.

김은아 의원은 “주민이 직접 참여하고 이익을 공유하는 구조를 제도화했다”고 설명했고, 김미영 의원은 “대규모 사업의 지역 상생 기반이 될 것”이라고 덧붙였다.

기획행정농업위원회에서는 박효진 의원의 '아산시 시세 감면 조례 일부개정조례안'이 통과됐다. 

상위법 개정에 맞춰 기업도시개발구역 내 창업기업 등에 대한 재산세 경감률(5년 50%, 3년 25%)을 반영하고 용어를 정비했다.

이어 이기애 의원은 침수 피해 예방을 위한 '아산시 침수 방지시설 설치 및 지원 조례 일부개정조례안'을 상정해, 시설 설치 지원비율을 80%에서 90%로 상향시켰다. 이 의원은 “풍수해는 막을 수 없지만 피해는 줄일 수 있다”며 “이번 개정이 실질적 안전망 강화로 이어지길 바란다”고 말했다.

건설도시위원회에서는 천철호 의원이 발의한 '아산시 건축 조례 일부개정조례안'이 주목받았다. 주택 1층 5㎡ 이하 ‘보일러 보호시설’을 가설건축물 범위에 포함시켜 불법 설치 문제를 제도권으로 흡수했다.

천 의원은 “작은 시설일수록 생활 안전과 직결된다”며 “법적 기준을 명확히 해 행정 혼선을 줄이겠다”고 설명했다.

이번에 상임위를 통과한 조례안들은 오는 11일 제2차 본회의에서 최종 의결을 앞두고 있다.
