민주당 대전시당 “지방소멸 위기 돌파할 단호한 의지... 특별법 제정 협력해야” 

국민의힘 대전시당 “재원 구조 불투명한 장밋빛 허상... 졸속 통합은 안 돼” 

‘4년 20조 재정 지원’·‘부단체장 격상’ 등 핵심 쟁점 두고 시각차 뚜렷

김민석 국무총리가 16일 대전·충남 행정통합 특별시에 대한 지원 방안을 발표하자, 대전 지역 정치권이 즉각 논평을 내고 극과 극의 반응을 보였다. 

민주당은 이번 발표를 지방 분권의 완성으로 평가하며 속도전을 강조한 반면, 국민의힘은 구체적인 제도 설계가 빠진 정치 이벤트라며 날 선 비판을 쏟아냈다.

더불어민주당 대전광역시당은 논평을 통해 정부의 인센티브 안이 “수도권 집중이라는 해묵은 난제를 풀고 지방 주도 성장의 새 시대를 열겠다는 단호한 의지를 보여준 것”이라고 치켜세웠다.

특히 연간 최대 5조 원 규모의 재정 지원과 서울시에 준하는 위상 강화를 언급하며, “행정통합 교부세와 지원금 신설은 지방정부가 스스로 미래를 설계할 수 있는 자율성을 넓혔다는 점에서 의미가 크다”고 평가했다. 

이어 “이제 남은 것은 실행”이라며 “정치권도 정파적 이해관계를 내려놓고 관련 특별법 제정에 적극 협력해야 한다”고 촉구했다.

반면 국민의힘 대전광역시당은 정부의 발표를 ‘신기루 같은 숫자 놀음’으로 규정하며 맹공을 퍼부었다. 

대전시당은 논평에서 “정부의 발표는 통합의 본질인 제도 설계와 책임 구조에 대한 답은 빠진 채 숫자와 직제 확대만 나열한 선언에 불과하다”고 지적했다.

이은권 시당위원장은 “20조 원이라는 숫자는 재원 구조나 지속 가능성이 설명되지 않은 허상”이라며, 과거 정부의 실패 사례를 언급하며 비판 수위를 높였다. 특히 부단체장 증원 등 조직 확대에 골몰한 점을 두고 “자리를 만드는 것이 아니라 실질적인 경쟁력을 키우는 것이 통합의 목표가 되어야 한다”고 꼬집었다. 

대전시당은 “통합은 찬성하지만 졸속은 반대한다”며 여야 공동 TF 구성을 통한 완성도 높은 모델 설계를 요구했다.

이번 여야 논평은 행정통합을 바라보는 근본적인 시각차를 드러냈다. 

민주당은 정부의 파격적인 재정 지원을 동력 삼아 빠르게 통합 절차를 밟아야 한다는 입장인 반면, 국민의힘은 법적 지위와 재정 자율성 등 세부 제도의 완성도가 담보되지 않은 상태에서의 추진은 ‘정치 이벤트’에 불과하다는 입장이다.

정부의 인센티브 발표가 오히려 지역 정치권의 대립을 격화시키는 양상을 띠면서, 향후 국회에서의 특별법 제정 과정에서 재원 마련 방안과 자치권의 범위를 둘러싼 치열한 공방이 이어질 것으로 전망된다.
