충남 논산시가 업무추진비 삭감으로 절감한 예산을 ‘농촌발전기금’에 편성하며, 재정 효율화와 농업 지원을 동시에 잡고 있다. 논산시의 농촌발전기금 누적액은 올해 101억 원을 돌파하며 농촌 경쟁력 강화를 위한 든든한 재정 기반을 마련했다.

농촌발전기금은 2022년 신설 당시 30억 2천만 원으로 출발했으나, 3년 반 만에 100억 원을 넘어서는 성과를 냈다. 

논산시는 업무추진비 7500만 원을 감액해 기금으로 전환하는 등 예산 운용 전반에서 농업·농촌 분야를 최우선에 두고 실질적인 재정 절감을 추진했다.

논산시는 이 기금을 기반으로 청년농의 안정적 정착을 위한 대규모 딸기 스마트팜 단지를 조성하고, 첨단 농업 기반 확충을 통해 미래 농업의 경쟁력을 높이는 데 주력하고 있다. 

또한 저금리 융자 지원을 확대해 농업인의 경영 부담을 완화하고, 안정적인 소득 기반을 마련하도록 돕고 있다.

논산시 관계자는 “농촌발전기금은 단순한 재정 지원이 아니라 농업인의 삶의 질을 높이고 지속 가능한 농촌을 만들어 가는 논산시의 약속”이라며 “앞으로도 실효성 있는 농업정책과 현실적 지원으로 잘 사는 농촌을 실현하겠다”고 말했다.
