충남 서산시의회 안원기 의원이 노후 공공임대주택의 구조적 문제를 지적하며, 사후 대응 중심의 관리 방식에서 ‘선제 점검·상시 소통·책임 보수’ 체제로 전환할 것을 촉구했다.

안 의원은 제311회 서산시의회 임시회에서 열린 5분 자유발언을 통해 “공공임대주택 노후화로 인한 주거 불편과 안전 우려가 주민 생활의 피로로 이어지고 있다”며 “문제 발생 후 대응이 아닌 예방 중심의 체계로 바꿔야 한다”고 강조했다.

안 의원에 따르면 서산시 관내에는 현재 LH공사가 관리하는 공공임대주택 4개 단지에 총 2653세대, 약 5천 명의 시민이 거주 중이다. 이 중 석림주공3단지는 1995년 사용검사 이후 약 30년, 예천주공 1·2단지는 20년 가까운 세월이 지나 시설 노후화가 심각한 상황이다.

안 의원은 특히 겨울철 난방 불안정, 결로·습기·곰팡이, 노후 배관 누수, 잦은 엘리베이터 고장, 어두운 주차장 등 생활 불편이 단순한 불쾌감을 넘어 “생활의 존엄을 위협하는 수준”이라고 지적했다.

그는 “공공임대주택은 단순히 저렴한 주거 공간이 아니라, 사회가 함께 책임지겠다는 약속의 공간”이라며 “LH는 관리·보수 등 임대사업자의 책임을 다해야 하고, 서산시는 직접 관리주체가 아니더라도 조정자이자 연결자로서 더 세심한 역할을 해야 한다”고 말했다.
