황인호 전 대전 동구청장이 지난 2024년 12·3 비상계엄 사태를 계기로 결성된 시민사회 연대체의 초대 이사장으로 취임했다.

민주주권연대는 8일 서울 여의도 국회의원회관 제2소회의실에서 사단법인 출범식을 갖고, 헌정질서 위기 이후 민주주의 회복과 국민주권 강화를 위한 제도적 대응에 나설 계획을 밝혔다.

황 이사장은 이날 인사말에서 “12·3 비상계엄 사태는 민주주의가 결코 당연하지 않다는 사실을 일깨워준 사건이었다”며 “분노를 넘어 헌정질서를 제도적으로 회복하기 위한 시민사회의 책임 있는 선택이 바로 이번 출범”이라고 말했다.

그는 이어 “민주주권연대는 특정 진영의 조직이 아니라 헌법과 국민주권을 지키려는 시민들의 연대체”라며 “정치가 흔들릴 때 민주주의의 최후 보루는 깨어 있는 시민이라는 점을 잊지 않겠다”고 강조했다.

민주주권연대는 2024년 12월 3일 당시 비상계엄 선포와 국회 봉쇄 사태를 ‘헌정질서에 대한 중대한 위기’로 규정하고, 시민사회와 정치권이 함께 참여해 구성한 단체다.

상임대표에는 김병주 더불어민주당 의원이, 공동대표진에는 박정현·김승원·신정훈·박선원·부승찬 의원 등이 참여했다. 대전 지역 대표로는 김창관 전 대전 서구의회 의장이 선임돼 지역 시민사회와 중앙정치 간 가교 역할을 맡는다.

김창관 대전 지역 대표는 “민주주의는 중앙정치의 영역이 아니라 시민의 일상에서 먼저 흔들리고, 또 그곳에서 지켜지는 가치”라며 “지역 시민사회의 참여가 전국적 민주주권 운동으로 확산된 것은 큰 의미가 있다”고 평가했다.
