세종시가 출범 이후 역대 최대 규모인 1조 7,320억 원의 정부 예산을 확보하며 행정‧입법‧사법 기능이 모두 집적된 ‘완전한 행정수도’로의 토대 마련에 성큼 다가섰다.

최민호 세종시장은 4일 시청 프레스센터에서 기자회견을 열고 “내년 정부 예산에서 당초 정부안보다 405억 원이 증액된 1조 7천억 원대를 확보했다”며 “이는 세종시 시정 4기 3년 반 동안 이룬 최대의 성과이자 행정수도 완성을 위한 결정적 전환점”이라고 밝혔다.

세종시는 올해 ‘국회 세종의사당’(956억 원)과 ‘대통령 세종집무실’(240억 원) 건립 예산을 원안대로 확보했고, ‘세종지방법원 설계비’ 10억 원을 추가 반영하며 3대 권력 기능이 모두 집적되는 도시 기반을 닦았다.

특히 ‘행정수도 특별법’ 발의가 초당적으로 추진되고 있으며, 내년 상반기 국회 통과 시 ‘헌법상 행정수도 세종’ 명문화가 현실화될 전망이다.

최 시장은 “입법·사법·행정 기능이 모두 갖춰지는 순간 세종은 명실상부한 대한민국의 수도가 될 것”이라고 강조했다.

세종시는 올해 국내 첫 ‘한글문화도시’로 최종 지정되며 문화 정체성 강화에도 성과를 냈다. 한글문화축제 및 국제 프레비엔날레 개최, 국립민속박물관 유치, 한글문화단지 조성(3억 원 예산 반영) 등을 통해 한글과 문화예술이 융합된 도시 비전을 제시했다.

또 국립박물관단지(492억 원), 국립민속박물관 이전(152억 원), 유네스코 세계유산 해석센터(23억 원), 대한민국 문화도시 조성사업(40억 원) 등 문화 인프라 구축 예산도 확보했다. 최 시장은 “3천억 규모의 한글문화단지는 세종의 정체성을 세계로 확장시키는 상징사업이 될 것”이라고 말했다.

교통 인프라 확충에서도 괄목할만한 성과가 이어졌다. 숙원사업이던 충청권 광역급행철도(CTX)는 민자적격성 조사를 통과하며 본격 추진될 발판을 마련했고, 세종~서울 연결노선 구축을 통해 수도권 접근성을 크게 개선할 전망이다.

또 첫마을 IC 신설, 금강횡단교량 건설 확정, 제천 지하차도 신규사업(3억 원 반영) 등 도로 교통망 확충이 병행된다.

자족기능 강화 노력도 돋보인다. KT&G를 비롯한 47개 기업을 유치해 총 3조 4,088억 원의 투자를 이끌어냈으며, 산업통상자원부로부터 ‘투자유치 우수지자체’로 선정됐다. 

근로복지공단과 농어촌공사 복합사옥, 산업은행 세종지점, 폴리텍대학 국제기술교육센터 등 주요 공공기관 유치도 잇따라 세종의 자족 기반을 높였다.

최 시장은 “행정수도 특별법 제정, CTX 사업 추진, 한글문화단지 예산 확보 등은 세종시 출범 이후 가장 의미 있는 성과”라며 “이 모든 변화는 시민들의 참여와 신뢰 덕분”이라고 강조했다.
