세종시가 전국 유일의 ‘한글문화도시’ 위상을 강화하기 위한 제2차 한글사랑 5개년 계획(2026∼2030년) 수립을 본격 추진한다.

세종시는 고려대학교 세종 국어문화원에 의뢰해 진행한 ‘제2차 한글사랑 5개년 계획 연구 용역’을 마무리했다고 4일 밝혔다. 이번 계획은 한글사랑 지원 조례에 근거해 5년 단위로 설정되는 한글·국어 정책의 중장기 전략 방향을 제시하는 핵심 과제다.

연구는 고려대 세종 국어문화원이 주관하고, 한글문화와 지역자원 연구를 맡아온 이재민 세종지역학센터장이 참여해 지역성과 전문성을 함께 반영했다.

이번 용역에서는 ‘한글 정신의 창의적 실현, 한글사랑’을 비전으로 삼아, 한글문화복지 확대 ,한글문화·산업의 선순환 구조 강화 ,국내외 한글문화 교류 및 선도역량 제고 등 세 가지 추진 전략이 제안됐다.

특히 시민 주도형 한글문화사업 활성화, 공공언어 환경 개선, 지역 예술인·산업인 육성, 한글 기반 관광자원 개발 등 시민 생활과 직결된 구체 사업들이 포함됐다. 

또한 전국 한글도시 협의체 구성을 통한 도시 간 교류, 문화도시 국비 지원 종료 이후의 자립형 발전 방안도 과제로 제시됐다.

연구책임자인 안병섭 고려대 교수는 “1차 계획이 제도와 기반을 마련했다면, 이번 2차 계획은 문화·예술·산업 등 각 분야에서 세종의 한글 정체성을 한층 품격 있게 확장하는 단계가 될 것”이라고 말했다.

이재민 센터장은 “지역이 보유한 상징 자산인 ‘한글’을 매개로 시민과 방문객이 함께 소통한다면, 세종만의 새로운 로컬리티가 자리 잡을 수 있을 것”이라고 기대를 내비쳤다.

세종시는 연구 결과를 토대로 내년 중 제2차 한글사랑 추진계획(2026∼2030)을 확정·시행할 예정이다.

Sejong City announced on the 4th that it has completed the "Second Hangeul Love Five-Year Plan Research Service," commissioned by the Korea University Sejong Institute of the Korean Language and Culture. This plan is a key task, presenting the mid- to long-term strategic direction for Hangeul and Korean language policies, which are established every five years based on the Hangeul Love Support Ordinance.

The research was led by the Korea University Sejong Institute of the Korean Language and Culture, and was led by Lee Jae-min, Director of the Sejong Center for Regional Studies, who has been in charge of Hangeul culture and regional resources research. Furthermore, tasks included fostering inter-city exchange through the formation of a National Hangeul City Council and establishing self-sufficient development plans after the end of national funding for cultural cities.

Professor Ahn Byeong-seop of Korea University, the project leader, stated, "While the first plan established the system and foundation, this second plan will further expand Sejong's Hangeul identity in diverse fields, including culture, arts, and industry."

Center Director Lee Jae-min expressed his hopes, saying, "If citizens and visitors can communicate through Hangeul, a symbolic asset of the region, a new local identity unique to Sejong can take root."

Based on the research findings, Sejong City plans to finalize and implement its second Hangeul Love Promotion Plan (2026-2030) next year.
