세종시의회 교육안전위원회는 지난 2일 시의회 1층 대회의실에서 세종시교육청과 간담회 시간을 가졌다. 

이날 간담회에는 교육안전위원회 위원 전체와 구연희 세종시교육청 교육감 권한대행, 교육국장, 행정국장, 정책국장, 소통담당관, 미래기획관이 함께 참석했다. 

이번 간담회는 교육감 권한대행 체제와 관련해 세종시교육청 업무 추진 및 현안 처리 상황과 교육감 부재로 파생될 수 있는 교육  난점을 파악하고 선제적 대응 방안을 모색하고자 마련됐다.

현재 세종시 교육감은 지난 9월 12일 최교진 교육감이 교육부 장관으로 임명된 후, 지금까지 공석인 상태이며 이 상황이 내년 상반기까지 이어질 전망이다.

이에 윤지성 위원장은 지난 101회 임시회(25년 10월 22일) 상임위 회의에서도 교육감 공석에 대한 세종시교육청의 대응 현황을 질의하고 살폈으며, 당시 교육청에서는 권한대행 주재 3국장 회의를 진행하며, 대응에 총력을 기울이고 있다고 답변한 바 있다. 

간담회에서 교육안전위원회 위원들은 ▲교육행정 공백 방지를 위한 권한대행의 운영 체계 및 대응 계획 ▲교육정책의 연속성 확보를 위한 추진 관리 방안 ▲학습 격차 해소를 위한 주요사업 지속 추진 방안 등을 논의했다.

또 ▲교육청 내부 구성원 혼란을 최소화하기 위한 내부 소통 체계와 직원 관리 세부 계획 ▲학생․학부모․학교 등 교육공동체 소통 공백 방지 대외 소통 전략 ▲학교 신설, 통학권 정비, 미래학교 등 주요 사업 추진 현황 ▲교육감 부재 기간 동안 예산 집행의 투명성과 책임성을 확보하기 위한 재정 집행 관리 방안 등을 질의하고 청취했다.

윤지성 위원장은 “교육감 공석은 교육정책 진행에 있어 분명한 어려움이라 생각한다. 세종 교육에 의지하고 있는 학생·학부모들의 기대에 부응하기 위해 의회, 교육청이 똘똘 뭉쳐 이 상황을 극복해야 한다”고 말했다.

The Sejong City Council's Education and Safety Committee held a meeting with the Sejong City Office of Education in the first-floor conference room on September 2nd.

All members of the Education and Safety Committee, along with Acting Superintendent of Education Koo Yeon-hee, the Director of Education, the Director of Administration, the Director of Policy, the Communications Officer, and the Director of Future Planning, attended the meeting.

The meeting was held to assess the status of the Sejong City Office of Education's work and current issues related to the Acting Superintendent of Education system, identify potential educational challenges arising from the Superintendent's absence, and explore proactive countermeasures.

The Sejong City Superintendent of Education has been vacant since Choi Kyo-jin was appointed Minister of Education on September 12th, and this vacancy is expected to continue until the first half of next year.

In response, Chairperson Yoon Ji-sung questioned and reviewed the Sejong City Office of Education's response to the vacancy in the Superintendent position at the 101st Extraordinary Session (October 22, 2025) Standing Committee meeting. At the time, the Office of Education responded that it was making every effort to respond, holding a meeting of the three directors chaired by the acting superintendent.

During the meeting, the Education Safety Committee members discussed: ▲ the operating system and response plan for the acting superintendent to prevent a vacuum in educational administration; ▲ implementation management measures to ensure continuity in educational policies; and ▲ plans to continue major projects to address the learning gap.

They also questioned and listened to the following: ▲ an internal communication system and detailed staff management plan to minimize confusion within the Office of Education; ▲ an external communication strategy to prevent communication gaps within the educational community, including students, parents, and schools; ▲ the status of major projects such as new school establishments, school district reorganization, and future schools; and ▲ financial execution management measures to ensure transparency and accountability in budget execution during the Superintendent's absence.

Chairman Yoon Ji-sung said, "I believe the vacancy in the Superintendent position presents a clear challenge to implementing education policy. To meet the expectations of students and parents who rely on Sejong education, the council and the Office of Education must work together to overcome this situation."
