보통교부세 역차별 문제를 바로잡기 위한 세종시민들의 요구가 거세지고 있다.

세종사랑 시민연합회(상임대표 김문회)는 1일 행정안전부 서문 앞에서 ‘세종특별자치시 보통교부세 정상화 촉구 시민 궐기대회’를 개최하고 세종시의 정당한 재정 권리를 되찾기 위한 결의를 모았다.

이날 집회에는 세종시민 150여 명이 참석해 ‘재정 정의 실현’과 ‘세종시 역차별 해소’를 요구하며 강력한 목소리를 냈다.

이 자리에는이준배 국민의힘 세종시당위원장, 조상호 전 국정기획위원 등 여야 주요 인사들이 직접 참석해 “세종시는 광역·기초행정을 모두 수행하는 유일한 도시임에도 정당한 보통교부세를 받지 못하고 있다”며 정부의 조속한 제도 개선을 촉구했다.

두 인사는 “교부세는 국민 삶의 질을 좌우하는 핵심 재정이고, 세종시의 현 상황은 명백한 구조적 불합리”라며 정치적 유불리를 넘어 세종시의 재정 정상화를 위해 힘을 모을 것을 약속했다.

시민사회에서도 강력한 문제 제기가 이어졌다. 남형민 세종시 국가균형발전지원센터 운영위원장을 비롯한 여러 시민들이 자유발언에 나서 “지난 5년간 1조 6,100억 원의 보통교부세를 받지 못한 현실은 결코 묵과할 수 없는 사안”이라며 “세종은 국가 균형발전의 상징이자 미래 행정수도로서 국가적 재정 책임을 요구받는 도시”라고 강조했다.

집회 현장에서 김문회 상임대표는 세종시 보통교부세 정상화를 요구하는 서한문을 직접 작성해 행정안전부에 공식 전달했다. 

서한문에는 세종시가 단층제 특별자치시로서 기초자치단체의 기능까지 수행하고 있음에도 현행 보통교부세 산정 방식에서 기초단체 기준이 배제되며 재정적 역차별이 고착화되고 있다는 점이 구체적으로 명시됐다.
