대전시의회 체육발전연구회가 추진한 공무국외출장 계획이 심의 단계에서 부결됐다. 

이는 대전시의회 개원이래 처음 있는 일로, 정부의 외유성 공무국외출장 방지 지침이 실제로 적용된 첫 사례가 됐다.

대전시의회 공무국외출장심의위원회는 26일 오후 회의를 열고 체육발전연구회(위원장 박종선, 무소속 유성구1)가 제출한 국외출장 계획서를 심의한 결과, 목적의 타당성과 대표성 부족을 이유로 부결을 결정했다.

체육발전연구회는 총 5명의 의원으로 구성됐으며, 박종선 의원과 송활섭 의원(무소속, 대덕구2)이 의회 직원 1명과 함께 오는 12월 17일부터 20일까지 3박 4일 일정으로 대만을 방문할 계획이었다. 

방문 일정에는 타이베이 아레나, 투청 스포츠센터, 송산문화창의단지 등 현지 체육시설과 문화공간 시찰이 포함돼 있었다.

그러나 심의위원회는 이번 출장이 공적 성격이 뚜렷하지 않으며, 실질적 연구 목적보다는 외유성으로 비춰질 우려가 있다고 판단했다. 또한 정부가 같은 날 오전 발표한 ‘지방의원 임기 만료 1년 전 공무국외출장 제한 강화’ 지침도 심의 과정에 반영됐다.

선치영 대전시의회 공무국외출장심의위원장은 “5명으로 구성된 연구회 중 2명만 참여하는 출장은 대표성이 부족하고, 공식 초청이나 업무협약 체결 같은 공적 근거도 없다”며 “시민 눈높이에 맞지 않는 출장으로 판단돼 부결 의견이 모였다”고 설명했다.

대전시의회 관계자는 “이번 부결은 의회 공무국외출장 제도 운영 이후 처음 있는 일”이라며 “향후 출장 심의 절차가 보다 엄격하게 운영되는 계기가 될 것”이라고 밝혔다.

한편 이번 공무국외 출장 심의 부결에 대해 A의원은 "상임위별 공무국외 출장을 관례화 하는것을 명문화 하고, 특위 등 상임위를 배제한 국외 출장을 하지 못하도록 해 실효성 있는 국외 출장이 되도록 해야 한다"고 말했다.

Seon Chi-young, chair of the Daejeon City Council's Overseas Business Trip Review Committee, explained, "A trip involving only two members of a five-member research group lacks representativeness and lacks any official basis, such as an official invitation or a business agreement." He added, "The decision to reject this trip was made because it was deemed unsuitable for the public."

A Daejeon City Council official stated, "This rejection is the first since the introduction of the Overseas Business Trip System for the Council," adding, "This will serve as an opportunity to ensure more stringent review procedures for future trips."

Meanwhile, regarding the rejection of the Overseas Business Trip Review Committee, Council Member A stated, "We must explicitly state that overseas business trips for each standing committee are routine, and prevent overseas trips that exclude standing committees, such as special committees, to ensure effective overseas business trips."
