Legal measures are being established to address the recent surge in unruly driving and safety accidents associated with personal mobility devices (PMs), including electric scooters. Representatives Bok Ki-wang (Democratic Party of Korea, Asan A, South Chungcheong Province) and Kwon Young-jin (People Power Party, Dalseo B, Daegu), floor leaders of the National Assembly's Land, Infrastructure and Transport Committee, jointly introduced the "Act on the Safety and Management of Personal Mobility Devices" on the 16th. This bill aims to establish an institutional foundation that simultaneously ensures pedestrian safety and industry development.

According to data from the Seoul Metropolitan Police Agency, over 150,000 violations of PM-related laws have been detected in Seoul alone over the past four years. In particular, nearly 120,000 cases involved driving without a helmet, followed by unlicensed driving, drunk driving, and exceeding the maximum number of passengers. This year alone, 15,000 violations have been reported, with more than 70% of these cases being related to failure to wear a helmet. Experts point out that these figures illustrate a lack of safety awareness among users and flaws in the management system.

Criticism has also been raised that the current system has clear limitations in cleaning up abandoned scooters, cracking down on underage drivers, and responding to accidents. Indeed, among Seoul's 25 districts, only Gangnam-gu has dedicated staff, leaving the remaining districts with virtually no management capabilities due to a lack of personnel. This situation is believed to be exacerbating public inconvenience and threatening pedestrian safety.

The proposed bill primarily addresses the following: "clarifying management responsibilities between the central and local governments," "banning unlicensed drivers," "mandating helmets and insurance," "strengthening the rental business registration system," "expanding infrastructure such as parking, charging, and maintenance," and "installing parking lots connected to public transportation." The bill is designed to strengthen enforcement and regulations, as well as institutionally support safety infrastructure to lay the foundation for industry development.

Representative Bok Gi-wang emphasized the need for institutional reform to establish a safe and orderly environment, stating that easing public inconveniences and ensuring safety must be achieved simultaneously. He also emphasized the need for a balanced policy design that considers industry growth potential. This is interpreted as a commitment to pursuing both public safety and the sustainable development of new industries, rather than simply strengthening regulations.

Meanwhile, a public hearing on the enactment of the "Basic Act on Personal Mobility Devices" will be held at the National Assembly Members' Hall on the 17th, where experts, industry, and civil society will discuss the purpose of the bill and the future direction of institutionalization. It remains to be seen whether this discussion will serve as a starting point for establishing a new regulatory framework that simultaneously ensures safety and convenience.
