232 Taxpayers in Daejeon, Sejong, and South Chungcheong Provinces Have High-Amount Tax Delinquency... Amount Arrears Reach 63.4 Billion Won
Amidst the nationwide worsening problem of high-amount local tax delinquency, it has been confirmed that hundreds of billions of won in taxes remain uncollected in Daejeon, Sejong, and South Chungcheong Province.
According to the National Assembly audit data submitted to Democratic Party Representative Han Byung-do (Iksan-eul, North Jeolla Province, Chairman of the National Assembly Budget and Settlement Special Committee) by the Ministry of the Interior and Safety, local tax delinquency has increased from 3.7383 trillion won in 2022 to 4.0593 trillion won in 2023 and 4.4133 trillion won in 2024. The number of taxpayers with delinquent taxes exceeding 100 million won has also increased by 42.5%, from 2,751 to 3,922 over the same period.
Amid this increase, the high-amount tax delinquency situation in Daejeon, Sejong, and South Chungcheong Province has also been revealed to be serious.
The number of delinquent taxpayers in the Daejeon, Sejong, and South Chungcheong regions is 232: 67 in Daejeon (24.6 billion won), 54 in Sejong (14.4 billion won), and 111 in South Chungcheong (24.4 billion won). The total amount owed is 63.4 billion won. While the number of delinquent taxpayers is small compared to the national average, the individual delinquent tax burden is considerably high. Looking at the delinquency status by amount, those in arrears of 10 to 30 million won or less were 600 in Daejeon (10.1 billion won), 265 in Sejong (4.6 billion won), and 1,511 in South Chungcheong Province (24.9 billion won). Those in arrears of 30 to 50 million won or less were 122 in Daejeon (4.6 billion won), 71 in Sejong (2.8 billion won), and 295 in South Chungcheong Province (11.3 billion won). Those in arrears of 50 to 100 million won or less were 98 in Daejeon (7.4 billion won), 63 in Sejong (4.3 billion won), and 219 in South Chungcheong Province (14.8 billion won).
This demonstrates that small and medium-sized delinquents account for a significant proportion of delinquents within the region.
As of 2024, the highest delinquent taxpayers in each region were Mr. Kim in Daejeon with 1.276 billion won, Mr. Park in Sejong with 608 million won, and Mr. Kim in South Chungcheong with 1.292 billion won. With individual tax obligations reaching tens of billions of won, these individuals are considered emblematic examples of regional tax delinquency issues.
Nationally, high-value delinquent taxpayers account for only 0.06% of all delinquent taxpayers, but their delinquent amounts account for over 26% of the total. In Daejeon, Sejong, and South Chungcheong, the majority of delinquent taxpayers are concentrated in a small number of high-value delinquent taxpayers, raising calls for effective delinquency management measures.
Han Byung-do, Chairman of the National Assembly's Budget and Settlement Special Committee, emphasized, "Disclosing the list alone is ineffective," and added, "There is a critical need to transition to mandatory collection and a regionally tailored delinquent tax management system."
