Daejeon Seo-gu Council Member Jeon Myeong-ja Urges Systematic Measures to Prevent Elder Abuse
Daejeon Seo-gu Council Member Jeon Myeong-ja called for the establishment of systematic measures to prevent elder abuse to protect the human rights of seniors in the community.
During her five-minute free speech at the first plenary session of the 292nd Daejeon Seo-gu Council Extraordinary Session held on the 9th, Council Member Jeon pointed out that elder abuse is emerging as a serious social problem amidst the rapid aging population.
She stated, "Elder abuse not only threatens the physical and mental health of victims, but is also a serious issue that undermines the entire community welfare safety net," emphasizing the need for a systematic response at the local level.
According to the Ministry of Health and Welfare's "2024 Elder Abuse Status Report," 7,167 cases of abuse were reported to specialized elder protection agencies last year. Notably, the proportion of abuse by spouses, rather than children, was the highest at 38.7%. 88.2% of abuse occurred within the home, making it difficult for victims to seek help.
Rep. Jeon emphasized the severity of the problem, stating, "A significant number of elderly victims of abuse suffer from chronic illnesses, yet they suffer in homes where their conditions are easily concealed."
He noted that while counseling and post-abuse interventions are expanding, prevention and early detection systems remain inadequate, emphasizing that the interest and participation of local communities play a crucial role in preventing abuse.
Specific measures proposed by Rep. Jeon included the establishment of an integrated case management system linked to administrative welfare centers, public health centers, and long-term care facilities; the introduction of psychological counseling and conflict resolution programs to prevent abuse within elderly households and the expansion of professional staff; the operation of counseling, treatment, and rehabilitation programs for abusers; and ongoing resident education and awareness campaigns.
Finally, Rep. Jeon stated, "Institutional improvements and community engagement are urgently needed to ensure that our Seogu seniors can enjoy their later years in a safe and respectful environment." He urged the council, executive branch, and residents to pool their wisdom.
