더불어민주당 장철민 의원(대전 동구, 국회 산업통상자원중소벤처기업위원회 소속)이 지진 등 자연재해로 인한 전기설비 파손을 ‘전기재해’ 범위에 명확히 포함하는 '전기안전관리법 일부개정법률안'을 대표 발의했다고 3일 밝혔다.

장 의원에 따르면 현행 전기안전관리법은 ‘전기재해’를 전기화재와 감전사고 등으로 한정해, 자연재해로 인한 전기설비 피해와 그에 따른 인명 및 재산 피해에 대한 법적 관리가 충분히 이루어지지 않는다는 지적이 지속되어 왔다. 

이번 개정안은 전기안전관리법 제2조 ‘전기재해’ 정의에 지진으로 인한 전기설비 손괴를 명시적으로 추가함으로써, 자연재해로 인한 전기설비 피해까지 체계적으로 관리할 수 있도록 했다.

장 의원은 “2016년 경주, 2017년 포항 등 국내 지진으로 인해 여러 전기설비가 파손돼 지역사회 혼란과 피해가 컸으나, 기존 전기안전관리체계에는 이를 포괄적으로 관리하는 법적 기반이 부족했다”며 법안 발의 취지를 설명했다.

이번 개정안 도입으로 앞으로 전기설비에 대한 내진설계 강화, 안전점검기준 재정비, 긴급 복구 매뉴얼 마련 등 예방 중심의 안전관리체계 구축도 가능해진다. 

장철민 의원은 “기후위기 시대, 지진과 폭우·산불 등 자연재해는 더 이상 예외가 아니다”며 “전기설비 역시 재난대응의 핵심 인프라인 만큼, 법적 사각지대 없이 국민 생명과 재산을 지킬 안전망 구축이 시급하다”고 강조했다.

Democratic Party of Korea Representative Jang Cheol-min (Daejeon Dong-gu, National Assembly Trade, Industry, Energy, SMEs and Startups Committee) announced on the 3rd that he has introduced a bill to amend the Electrical Safety Management Act, which explicitly includes damage to electrical facilities caused by natural disasters such as earthquakes within the scope of "electrical disasters."

According to Representative Jang, the current Electrical Safety Management Act limits the definition of "electrical disasters" to electrical fires and electric shocks, leading to persistent criticism that legal management of damage to electrical facilities caused by natural disasters and the resulting loss of life and property is inadequate.

This amendment explicitly adds damage to electrical facilities caused by earthquakes to the definition of "electrical disaster" in Article 2 of the Electrical Safety Management Act, thereby ensuring systematic management of damage to electrical facilities caused by natural disasters.

Rep. Jang explained the purpose of the bill, saying, "Domestic earthquakes, such as those in Gyeongju in 2016 and Pohang in 2017, damaged numerous electrical facilities, causing significant disruption and damage to local communities. However, the existing electrical safety management system lacked a legal foundation for comprehensive management."

The introduction of this amendment will enable the establishment of a prevention-focused safety management system, including strengthening earthquake-resistant design for electrical facilities, revising safety inspection standards, and developing emergency recovery manuals.

Rep. Jang Cheol-min emphasized, "In the era of climate crisis, natural disasters such as earthquakes, heavy rains, and wildfires are no longer exceptions. As electrical facilities are a core infrastructure for disaster response, it is urgent to establish a safety net that protects the lives and property of citizens without any legal blind spots."
