세종시가 행복도시 해제지역 상가의 공실 문제를 해소하고 지역경제를 활성화하기 위해 지구단위계획을 대폭 변경했다. 

세종시는 7월 30일자로 이 같은 변경안을 공식 고시하고, 상가 허용 업종 확대와 관광숙박시설 유치, 보도포장 기준 개선 등 실질적인 규제 완화를 단행했다고 밝혔다.

이번 계획 변경은 시민 설문조사 결과를 적극 반영해 마련됐으며, 주민 열람과 도시계획·건축 심의 등 관련 절차를 거쳐 최종 확정됐다.

가장 눈에 띄는 변화는 상가의 허용 업종이 크게 늘어난 점이다. 

간선급행버스체계(BRT) 상가와 수변 상가에는 기존보다 폭넓은 업종 입점이 가능해진다. 병·의원, 미용실, 학원, 실내 테니스장 등 생활밀착형 업종이 속한 제1·2종 근린생활시설뿐 아니라 운동시설도 새롭게 허용된다. 

특히 수변 상가에는 오피스텔을 제외한 업무시설과 학교를 제외한 교육연구시설, 정신병원·요양병원을 제외한 의료시설도 추가 허용됐다. 반면, 단란주점, 안마시술소, 다중생활시설 등 일부 업종은 여전히 제한된다.

주거지와 학교에서 일정 거리 이상 떨어진 일반상업지역에는 관광진흥법에 따라 등록된 소형호텔, 호스텔 등 관광숙박시설의 입지도 허용된다. 이번에 숙박시설 유치가 가능해진 곳은 대평동 고속시외버스터미널 인근 3필지와 소담동 법원·검찰청 인근 5필지 등 총 8필지다. 

정부청사와 공공기관이 집중된 세종시의 특성을 감안하면, 출장이나 방문 수요가 많은 만큼 주변 상가 공실 해소에도 도움이 될 것으로 기대된다.

이와 함께 시는 차량 진출입로에 차도용 고강도 블록 사용을 의무화해 보행자의 안전을 확보하고 보도 파손 민원도 줄일 예정이다.

이두희 도시주택국장은 “이번 지구단위계획 변경은 시민의 요구를 바탕으로 실질적인 규제 완화를 이뤄낸 결과”라며 “상가 공실 문제 해결과 지역경제 활력 회복에 큰 역할을 할 것으로 기대된다”고 말했다. 시는 앞으로도 상가 활성화를 위한 다양한 대책을 지속적으로 추진하겠다는 방침이다.
