Gongju City's 'Baekje Cultural Linkage' floods again... Environmental group: "9.5 billion won budget waste, Gongju mayor must take responsibility"
As the 'Baekje Cultural Linkage Construction Project', which Gongju City, Chungcheongnam-do, promoted with a budget of approximately 9.5 billion won, flooded again due to heavy rain, controversy over hasty administration and structural safety issues is growing.
The Daejeon Chungnam Green Union and the Daejeon Environmental Movement Union issued a joint statement on July 20, strongly condemning Gongju City's unreasonable project promotion and repeated budget waste, and urging Gongju Mayor Choi Won-cheol to issue a responsible apology and voluntarily resign.
This flooding occurred due to heavy rain that fell for two days starting on July 17. The Geumgang Riverside Deck Promenade, a key section of the Baekje Cultural Linkage, was submerged, and the facility has been completely closed to citizens for over a year since its completion, with no access to the facility even once.
In fact, environmental groups point out that this project, which was created under the pretext of ‘13.8 billion Baekje cultural connection’, has become a ‘path of cultural disconnection’ that citizens cannot walk.
In particular, the problematic deck section was already flooded once in September of last year due to the Gongju Dam during the preparation for the Baekje Cultural Festival, and some sections were lost. At that time, Gongju City changed the design by raising the height of the deck and reconnected it, but it flooded again after just two days of rain, proving its structural vulnerability.
Environmental groups criticized that this project was pushed ahead without basic environmental analysis such as water gate operation or rainfall patterns, even though the risk of flooding and loss was sufficiently anticipated from the beginning.
A representative example is the attempt to install a deck on sand and gravel along the riverside, and they warned that repeated restoration and repairs are likely to waste the budget every year. They also pointed out that the soil on the embankment slopes has been washed away since the deck was installed, threatening even the structural stability.
At the time of the project, Gongju City requested permission from the National Heritage Administration for a deck height of 19m, but it was rejected due to concerns about damage to the landscape of Jeongjisan Mountain, a cultural heritage protection area. Despite this, criticism has been raised that Gongju City pushed ahead with the project because it was only focused on the formality of the Baekje Cultural Festival and put the actual protection of cultural heritage and citizen safety on the back burner.
The statement also pointed out the ecological damage of Gomanaru. Gomanaru, which had been recovering after the sluice gates were opened following the Four Major Rivers Restoration Policy, has turned into a mud field again due to the repeated flooding of Gongju Dam, and the habitats of endangered species such as the white-tailed hawk have also disappeared.
In particular, floating objects such as lanterns and sailboats are washed away or submerged every year during heavy rain, and despite repeated budget investments for their reinstallation, no measures have been established, and the problem is becoming entrenched.
Environmental groups strongly insisted that Mayor Choi Won-cheol should step down voluntarily, reminding them that he had declared in an interview with environmental groups that he would take full responsibility for the damage caused by the festival, and that he should take responsibility for the waste of budget, damage to cultural assets, and failure to keep promises to citizens.
Through this statement, environmental groups emphasized that since Gongju City’s irresponsible administration and repeated failures have been clearly revealed, it is now necessary to punish those responsible and to change policies comprehensively, not just patchy responses.
