충남 천안시가 올여름 예상되는 고온다습한 기후 속에서 시민 안전을 지키기 위해 여름철 자연재난 대응 체계를 강화하고, 폭염과 태풍, 호우 등 다양한 재난 상황에 대한 선제적 조치에 나섰다.

기상청의 올 여름 기상 전망에 따르면, 기온은 평년보다 높고, 습한 날씨가 이어질 것으로 예측되고 있다. 이에 따라 천안시는 5월 15일부터 10월 15일까지를 ‘여름철 자연재난 대책기간’으로, 특히 폭염이 극심할 것으로 예상되는 5월 15일부터 9월 30일까지는 별도로 ‘폭염 대책기간’으로 설정해 운영 중이다.

대책기간 동안 시는 비상근무 체계를 유지하면서 인명피해 우려 지역과 상습 침수구역에 대한 반복 점검을 통해 사전 위험 요소를 차단한다는 계획이다. 이와 함께 폭염 대응 인프라도 대폭 정비됐다. 

천안시는 그늘막 333곳과 스마트 승강장 24곳 등 폭염 저감시설을 추가 설치 및 점검하고 있으며, 시민들이 더위를 피할 수 있는 무더위쉼터 786개소와 양산 대여소 10개소도 운영하고 있다.

폭염에 취약한 고령자, 장애인, 기저질환자 등 기후 민감계층을 대상으로는 건강 수칙 교육, 냉방용품 지원, 주거환경 개선 연계 사업 등을 시행한다. 노숙인과 쪽방 거주민 등 복지 사각지대에 있는 시민들에 대해서는 유관기관과 협력해 순찰과 모니터링을 강화하고 있다.

태풍과 호우 등 여름철 집중 재해에도 철저히 대비하고 있다. 해빙기 취약시설 170개소를 포함해 재난 예·경보 시스템 417개소, 집중 안전점검 대상 시설 80개소에 대한 정기 점검이 이뤄졌으며, 재난 발생 시 신속 대응이 가능하도록 지원 체계도 재정비했다.

특히 이번 대책에서는 재난 취약계층 보호 범위를 침수 피해뿐 아니라 산사태, 급경사지 등 다양한 유형의 위험지역으로 확대해 이들을 우선 대피자로 지정·관리하기로 했다.

농업 분야에서도 피해 최소화를 위한 대비가 한창이다. 논과 밭의 배수로와 물꼬를 정비하고, 하천 주변 가설물 제거, 저수지 50개소의 수위 조절 및 보강공사도 추진 중이다. 집중호우 특보 발효 시에는 저수지의 제한 수위를 탄력적으로 조정해 수해를 사전에 예방한다는 방침이다.

또한 지방하천과 소하천의 하수시설물 점검, 지장물 제거, 빗물받이 준설 등도 진행되고 있으며, 산사태 대책상황실 운영과 함께 산사태취약지역 신규 지정 및 관리 강화로 재해 사각지대 해소에도 주력하고 있다.
