대전시가 7월 4일 지역 중소기업의 자금 부담을 덜고 경영 안정을 돕기 위해 하반기 중소기업 육성자금 1300억 원을 지원한다고 밝혔다.

이번 하반기 자금지원은 상반기 기업들의 자금 수요 분석을 토대로 탄력적으로 조정됐다. 특히 기업 운영에 직접적인 도움이 되는 ‘경영안정자금’은 900억 원으로 상반기보다 300억 원 확대됐다. ‘협약보증자금’은 600억 원으로 유지하며, 필요성과 실효성을 고려한 자금 구조를 구성했다.

대전시는 상반기 동안 총 324건에 1,073억 원의 자금을 지원한 바 있다. 이 중 경영안정자금이 가장 많은 수요를 보였으며, 236개 기업에 약 624억 원이 지원됐다. 

업종별로는 제조업이 227개 기업, 793억 원으로 가장 큰 비중을 차지했으며, 지식산업과 건설업도 각각 133억 원, 100억 원 규모로 지원을 받았다. 이는 중소기업들이 일상적인 경영 유지에 필요한 운영자금을 확보하는 데 실질적인 어려움을 겪고 있다는 점을 반영한 결과다.

하반기 자금지원은 경영안정자금(900억 원) ,지역특화 협약보증(600억 원) ,창업 및 경쟁력강화자금(250억 원) ,구매조건 생산지원자금(150억 원) 등으로 구성되어 있다. 

이 가운데 경영안정자금과 경쟁력강화자금, 협약보증은 대전시와 협약을 맺은 은행을 통해 대출을 받을 경우, 대출금리 일부를 시가 보전해주는 방식으로 운영된다. 기업은 은행에서 대출을 받은 뒤, 대출 금리 중 1.5~3%를 대전시가 대신 부담받음으로써 이자 부담을 크게 줄일 수 있다.

‘구매조건 생산지원자금’은 국내외 납품 계약을 체결한 기업이 제품 생산을 위해 필요한 원자재 등을 구매할 때 저금리로 자금을 지원받을 수 있는 제도다. 이는 수출입을 포함한 실물 경제 영역과도 밀접하게 연결되어 있어, 제조 기반 기업들의 호응이 예상된다.
