충남 천안시가 저소득층 여성청소년의 건강한 성장과 기본적인 권리 보장을 위해 보건위생물품 지원 사업을 지속 확대하고 있다.

천안시에 따르면, 올해 보건위생물품 지원 금액은 지난해 월 1만 3000원에서 월 1만 4000원으로 인상돼, 연간 최대 16만 ,000원이 지원된다. 

대상자는 만 9세부터 24세 이하(2000년 1월 1일~2016년 12월 31일 출생)의 여성청소년 중 국민기초생활수급자 ,차상위계층 ,한부모가족지원법상 법정 한부모가족에 해당하는 경우다.

지원 신청은 청소년의 주민등록상 주소지 읍면동 행정복지센터에 직접 방문하거나, 복지로 누리집 및 모바일 앱을 통해 온라인으로도 가능하다. 주소지와 실제 거주지가 다른 경우, 실제 거주지 기준으로도 신청할 수 있어 접근성을 높였다.

선정된 청소년은 국민행복카드를 통해 지정된 온‧오프라인 유통점에서 생리대 등 보건위생물품을 자유롭게 구매할 수 있다.

천안시는 물품 지원 외에도 보건위생 사각지대 해소를 위해 2021년부터 청소년 이용시설에 무료 자판기를 설치해왔다. 

현재까지 천안시학교밖청소년지원센터 등 8개소 청소년 시설의 여자화장실에 자판기를 운영 중이다. 시는 앞으로도 자판기 설치를 확대해, 위생용품 접근성 개선과 건강권 보장을 동시에 꾀한다는 방침이다.

Cheonan City, South Chungcheong Province, is continuously expanding its health and hygiene product support project to ensure the healthy growth and basic rights of low-income women and youth.

According to Cheonan City, this year’s health and hygiene product support amount has increased from KRW 13,000 per month last year to KRW 14,000 per month, with a maximum of KRW 160,000 supported annually.

The target group is female youth aged 9 to 24 (born between January 1, 2000 and December 31, 2016) who are recipients of basic livelihood security, are in the lower-middle class, or are single-parent families under the Single-Parent Family Support Act.

Applying for support can be done by visiting the administrative welfare center of the town/village/dong where the youth’s resident registration address is located, or online through the Bokjiro Nuri Home and mobile app. If the address and actual residence are different, applications can be made based on the actual residence, increasing accessibility.

Selected youth can freely purchase sanitary products such as sanitary pads at designated online and offline retailers through the National Happiness Card.

In addition to providing supplies, Cheonan City has been installing free vending machines in youth facilities since 2021 to eliminate blind spots in health and hygiene.

Currently, vending machines are in operation in women's restrooms at eight youth facilities, including Cheonan City School-Outside Youth Support Center. The city plans to expand the installation of vending machines in the future to simultaneously improve accessibility to sanitary products and guarantee the right to health.
