충남 공주시의 청렴도가 끝없이 추락하고 있다. 

 

국민권익위원회가 발표한 공공기관 청렴도 평가에서 공주시는 2022년 2등급에서 2023년 5등급으로 곤두박질쳤고, 2024년에도 4등급, 여전히 하위권에서 벗어나지 못하고 있다. 

 

이런 와중에 시 간부공무원들이 민간업자로부터 골프 접대를 받고 무더기 징계를 받는 사건까지 터졌다. 시민사회의 분노는, 당연히, 걷잡을 수 없다.

 

문제는 이번 사건이 일부 간부의 개인 일탈로 치부될 수 없다는 점이다. 

 

접대 제공자가 이권을 가진 민간업자라는 사실은 행정이 특정 이해관계에 휘둘리고 있을 가능성을 의심케 한다. 

 

더구나 해당 간부들이 감사를 받고 징계를 받는 상황에서, 시장과 시 집행부는 침묵으로 일관하고 있다가 뒤 늦은 대책을 내놓았으나 이 마저도 실효성에 의문이 든다는 지적이다.

 

책임을 회피하는 듯한 행보는 신뢰를 회복하기는커녕, 상실감을 더 키울 뿐이다.

 

정말 우연히 벌어진 일인가? 아니다. 

 

청렴도는 정직한 조직문화와 강력한 내부 통제, 리더십에 의해 유지되는 값비싼 자산이다. 공주시 인접 부여군은 3년 연속 1등급을 기록했다. 지역도 비슷하고, 조직 규모도 다르지 않다. 그럼에도 불구하고 공주시는 최원철 시장 취임 후  2년 만에 하위권으로 추락했다. 그 차이는 결국 리더십에서 비롯된다.

 

최원철 시장 체제가 본격적으로 시작된 2023년부터 공주시의 청렴도는 가파르게 무너졌다. 이는 단순한 ‘점수 하락’이 아니다. 

 

시정 전반의 신뢰 기반이 무너졌다는 경고다. 

 

공직기강은 풀렸고, 부패에 대한 내부 견제는 사라졌으며, 국가하천 부지를 셀프 점용허가를 받아 민간 업자들이 돈벌이를 하도록 하는 등 ‘누가 봐도 안 되는 일’이 공공연히 벌어졌다. 이쯤 되면 묻지 않을 수 없다. 지금 공주시의 행정은 누구를 위한 것인가?

 

정치와 행정에서 가장 중요한 것은 신뢰다. 

 

시민이 행정을 신뢰하지 않으면 아무리 잘 짠 정책도 소용없다. 정책은 행정의 언어지만, 신뢰는 정당성의 언어다. 공주시 행정이 지금처럼 불신의 언어로 얼룩진다면, 예산을 아무리 들이고 사업을 아무리 벌여도 시민은 따르지 않는다. 참여도, 지지도, 협력도 모두 사라진다.

필요하다면 외부 전문가를 참여시켜 제3자의 시선으로 조직을 들여다보는 것도 고려할 일이다.

 

시민은 더 이상 ‘말’이 아닌 ‘행동’을 요구하고 있다. 청렴은 선택이 아닌 생존 조건이다. 최원철 시장이 지금 바로 움직이지 않으면, 다음엔 신뢰 회복의 기회마저 없을 수 있다.

 

최원철 시장은 이제 답해야 한다.
