충남 공주시(최원철 시장)의 청렴도가 연속적으로 전국 최하위권을 기록하면서 시민단체가 강도 높은 비판에 나섰다.

 

공주참여자치시민연대(이하 참여연대)는 6월 14일 성명을 통해 “공주시 청렴도가 바닥을 기고 있다”며, “공주시민으로서 부끄럽다”고 밝혔다. 이들은 공주시의 청렴도 하락에 대해 최원철 시장과 공주시 집행부가 명확한 입장을 내놓고, 실질적인 개선책을 마련해야 한다고 주장했다.

 

참여연대에 따르면 공주시는 국민권익위원회가 매년 실시하는 전국 지방자치단체 청렴도 평가에서 2022년 2등급, 2023년 5등급, 2024년 4등급을 기록했다. 

 

청렴도 평가는 1등급에서 5등급까지로 나뉘며, 1등급에 가까울수록 부패 위험이 낮고 시민 신뢰가 높다는 의미다. 최근 2년 연속 하위권에 머문 공주시의 성적은 명백히 경고 수준이다.

 

공주참여연대는 특히 2023년의 5등급 평가에 주목했다. 

 

이 해는 최원철 시장이 본격적으로 시정을 단독으로 이끈 첫 해로, 청렴도 급락의 책임에서 자유로울 수 없다는 것이다. 

 

2022년의 2등급 평가는 전임 김정섭 시장과 최원철 시장이 함께 시정을 나눠 맡은 과도기였기에 판단이 유보될 수 있지만, 이후의 추락은 “결과가 아니라 경고”라고 강조했다.

 

성명서는 인근 지자체인 부여군과의 비교를 통해 공주시의 문제점을 더욱 부각시켰다. 

 

부여군은 같은 평가 기간인 2022년부터 2024년까지 3년 연속 청렴도 1등급을 유지하며, 전국 최상위권에 이름을 올렸다. 

 

공주참여연대는 “공주시 공무원과 부여군 공무원 사이에 구조적 차이가 있을 리 없다”며, “차이가 있다면 2022년 지자체장이 바뀌었다는 것뿐”이라고 지적했다. 이는 곧 리더십 변화가 청렴도 하락의 직접적인 원인일 수 있음을 시사한다.

 

성명은 또, 청렴도가 단순한 행정 점수가 아니라 시정의 기본이라는 점을 분명히 했다. 

 

참여연대는 “청렴도는 시민이 행정을 신뢰하느냐의 문제”라며, “시민이 시정을 공정하게 운영된다고 믿지 않는다면 아무리 좋은 정책도 지지를 얻을 수 없다”고 했다. 그러면서 “무신불립(無信不立), 신뢰 없이는 행정도, 지자체도 설 수 없다”고 덧붙였다.

 

공주참여연대는 공주시 집행부가 청렴도 문제를 단순한 지표의 문제로 보지 말고, 시민과의 신뢰 회복이라는 더 본질적인 과제로 인식해야 한다고 강조했다. 

 

그러면서 “지금 필요한 것은 보여주기식 대책이 아니라, 행정의 구조적 투명성 강화와 시민 소통 확대”라고 지적하며, 최원철 공주시장의 책임 있는 해명과 실천을 촉구했다.

 

시민단체의 성명서 발표에 공주시가 어떤 해명을 내놓고 어떤 조치를 취할 것인지에 시민들의 관심이 모아지고 있다.
