더불어민주당 황정아 국회의원(대전 유성구을)이 차세대 원자력 기술로 주목받는 ‘소형모듈원자로(SMR)’의 체계적 개발과 지원을 위한 법률 제정에 나섰다. 

황 의원은 12일, SMR 기술 개발과 실증, 전문 인력 양성 등을 국가 차원에서 뒷받침할 수 있는 내용을 담은 '소형모듈원자로 기술 개발 촉진 및 지원에 관한 특별법안(이하 SMR 특별법)'을 대표발의했다고 밝혔다.

SMR은 대형 원전에 비해 출력은 낮지만, 설계의 유연성과 경제성, 안전성을 강화한 차세대 원자로로 전 세계 에너지 시장에서 주목을 받고 있다. 

미국, 영국, 캐나다 등은 이미 법제도 기반을 구축하고 정부 차원의 예산 지원과 조직 설립 등을 통해 SMR 기술 개발을 본격 추진 중이다.

하지만 우리나라는 아직까지 SMR을 위한 독립적 법률 체계가 미비한 상황이다. 현행 원자력 관련 법률만으로는 빠르게 발전하는 기술 환경에 대응하거나 민간 기업의 참여를 효과적으로 유도하는 데 한계가 있다는 지적이 이어져 왔다.

황 의원이 발의한 이번 법안은 SMR 기술의 연구개발, 실증사업, 전문 인력 양성은 물론 민간 참여 확대를 위한 지원 근거를 포함하고 있다. 

법안이 통과될 경우 정부는 SMR 기술 개발 역량을 갖춘 민간기업에 부지와 비용을 지원하고, 관련 장비와 시설을 이용할 수 있도록 행정·재정적 지원을 할 수 있게 된다. 

더불어 SMR 시스템 개발에 대한 종합적 기본계획을 수립하고, 전문 인재 양성에 필요한 국가 정책도 추진할 수 있는 기반이 마련된다.

황 의원은 “기후위기와 에너지 안보, AI 기반 산업 재편 등 급변하는 글로벌 환경 속에서 SMR은 안전성과 혁신성을 겸비한 핵심 에너지원”이라며 “우리나라가 세계 최고 수준의 원전 기술력을 보유하고 있는 만큼, 이번 특별법 제정을 통해 글로벌 SMR 시장 선점을 위한 제도적 발판을 서둘러 마련해야 한다”고 강조했다.

한편, 황 의원은 더불어민주당 과학기술혁신특별위원회 위원장을 맡고 있으며, 그동안 원자력산업 종사자 간담회, 국회 토론회 등을 통해 산업계 현장의 목소리를 꾸준히 수렴해왔다. 이번 SMR 특별법 역시 그런 의견 수렴의 연장선에서 추진된 입법으로 평가된다.

Rep. Hwang Jeong-ah (Daejeon Yuseong-gu) of the Democratic Party of Korea has begun to enact a law to systematically develop and support ‘small modular reactors (SMRs)’, which are attracting attention as next-generation nuclear power technology.

On the 12th, Rep. Hwang announced that she had proposed the ‘Special Act on the Promotion and Support of Small Modular Reactor Technology Development (hereinafter referred to as the SMR Special Act)’, which contains contents that can support SMR technology development and verification, and training of specialized personnel at the national level.

SMRs are attracting attention in the global energy market as next-generation reactors with enhanced design flexibility, economy, and safety, although their output is lower than that of large nuclear power plants.

The United States, the United Kingdom, Canada, and others have already established a legal system foundation and are actively promoting SMR technology development through government-level budget support and organization establishment.

However, Korea still lacks an independent legal system for SMRs. There have been continuous criticisms that the current nuclear power-related laws alone are limited in responding to the rapidly developing technological environment or effectively inducing the participation of private companies.

This bill proposed by Rep. Hwang includes support for research and development of SMR technology, demonstration projects, and training of professional personnel, as well as the basis for expanding private participation.

If the bill is passed, the government will be able to provide land and costs to private companies with SMR technology development capabilities, and provide administrative and financial support to enable them to use related equipment and facilities.

In addition, a foundation will be established to establish a comprehensive basic plan for SMR system development and to promote national policies necessary for training professional personnel.

Rep. Hwang emphasized, “In a rapidly changing global environment with climate crises, energy security, and AI-based industrial reorganization, SMR is a key energy source that combines safety and innovation,” and “Since our country possesses the world’s best nuclear power technology, we must quickly establish an institutional foundation for preempting the global SMR market through the enactment of this special law.”

Meanwhile, Rep. Hwang is the chairman of the Science and Technology Innovation Special Committee of the Democratic Party of Korea, and has been consistently collecting voices from the industry through meetings with nuclear industry workers and National Assembly discussions. This SMR special law is also evaluated as legislation that was promoted as an extension of such opinion gathering.
