충청남도가 탄소중립 실현과 해양생태계 복원을 위해 민간기업 및 공공기관과 손을 맞잡았다. 

이를 위해 충남도는 5월 16일 태안군 개목항어민복지센터에서 LX판토스, 태안군, 초록우산 어린이재단, 한국수산자원공단과 함께 ‘바다숲 조성사업 투자 업무협약’을 체결했다고 밝혔다.

이번 협약은 잘피(거머리말) 이식과 해양 환경 정화 활동을 통해 탄소 흡수원을 확대하고, 훼손된 해양 생태계를 복원하기 위한 목적으로 추진된다. 민관이 함께 참여해 사회적 가치 실현과 환경 보전에 기여하는 것이 핵심이다.

협약에 따라 LX판토스는 바다숲 조성 프로젝트에 임직원이 직접 참여하고, 운영 비용과 제반 사항을 지원한다. 한국수산자원공단은 잘피 이식 및 체험 행사를 기획하며, 초록우산 어린이재단은 사업의 전체 기획과 운영, 예산 관리를 총괄하게 된다. 

충청남도와 태안군은 지방자치단체의 협조를 유도하고 정부 사업과 연계해 사업이 원활히 추진될 수 있도록 지원할 계획이다.

이날 협약식에는 전상욱 충남도 해양수산국장을 비롯해 맹윤주 LX판토스 경영지원담당, 이주영 태안부군수, 신정원 초록우산 사회공헌협력 본부장, 양정규 한국수산자원공단 서해본부장 등 관계자 및 도민 50여 명이 참석했다. 

협약 체결 후 참석자들은 태안 의항해수욕장 일원에서 잘피 이식과 해양 환경 정화 활동을 함께 진행하며 협력의 의미를 되새겼다.

충남도는 해양 생태계 복원을 위한 바다숲 조성사업을 2008년부터 꾸준히 추진해왔다. 지금까지 국비 58억 원, 도비 24억 원 등 총 82억여 원을 투입해 보령 호도(88.19ha), 삽시도(79.3ha), 홍성 죽도(4ha), 태안 파도리 및 의항리(각 2ha) 등지에 바다숲을 조성했다.

충남도는 올해 안에 태안 학암포 일원에 8.4ha의 바다숲을 추가로 조성하고, 오는 2027년까지 보령 외연도에 156ha 규모의 바다숲 조성사업을 완료할 계획이다.

충남도 관계자는 “해양 생태계 회복과 탄소중립 달성을 위한 이번 협약은 지속가능한 발전을 위한 의미 있는 첫걸음”이라며, “앞으로도 다양한 민관 협력을 통해 깨끗하고 건강한 바다를 후세에 물려줄 수 있도록 최선을 다하겠다”고 말했다.

To this end, Chungnam Province announced on May 16 that it signed an ‘Investment Agreement for Marine Forest Creation Project’ with LX Pantos, Taean-gun, Green Umbrella Children’s Foundation, and the Korea Fisheries Resources Agency at the Gaemok Port Fishermen’s Welfare Center in Taean-gun.

This agreement aims to expand carbon sinks and restore damaged marine ecosystems through sea squirt transplants and marine environment purification activities. The key is for the public and private sectors to participate together to contribute to realizing social value and environmental conservation.

According to the agreement, LX Pantos will directly participate in the sea forest creation project with its employees and support operating costs and other matters. The Korea Fisheries Resources Agency will plan sea squirt transplants and experience events, and the Green Umbrella Children’s Foundation will oversee the overall planning, operation, and budget management of the project.

Chungcheongnam-do and Taean-gun plan to encourage cooperation from local governments and support the smooth progress of the project by linking it with government projects.

After signing the agreement, the participants reflected on the meaning of cooperation by carrying out seaweed transplanting and marine environment purification activities together at Taean Uihang Beach.

Chungcheongnam-do has been consistently promoting the sea forest creation project to restore the marine ecosystem since 2008. So far, a total of 8.2 billion won, including 5.8 billion won from the national budget and 2.4 billion won from the provincial budget, has been invested to create sea forests in Boryeong Hodo (88.19 ha), Sapsido (79.3 ha), Hongseong Jukdo (4 ha), Taean Padori and Uihangri (2 ha each).

Chungnam Province plans to create an additional 8.4 ha of sea forest in Taean Hakampo within this year and complete a 156 ha sea forest creation project in Boryeong Oeyeondo by 2027.

A Chungnam Province official said, “This agreement for the restoration of the marine ecosystem and the achievement of carbon neutrality is a meaningful first step toward sustainable development,” and added, “We will continue to do our best to pass on a clean and healthy sea to future generations through various public-private cooperation.”
