천안시의회 본회의장에서 기념촬영 도중 여성 동료 의원의 신체 일부를 팔꿈치로 접촉한 혐의로 재판에 넘겨졌던 이종담 천안시의원이 1심 재판에서 무죄를 선고받았다. 

이 의원은 1년 6개월간의 법정 공방을 마무리하고, 시민들에게 사과와 함께 의정 활동 재개의 의지를 밝혔다.

대전지방법원 천안지원 형사1단독 공성봉 부장판사는 지난 13일 “추행의 고의를 인정하기 어렵다”며 강제추행 혐의로 기소된 이 의원에게 무죄를 선고했다. 

재판부는 “피고인의 행위가 부당한 신체 접촉으로서 추행의 여지가 없지 않으나, 당시 정황과 접촉의 방식, 고의성 여부 등을 종합적으로 고려할 때 형사처벌 수준의 강제추행으로 단정하기 어렵다”고 판단했다.

이종담 의원은 지난 2024년 1월 26일 천안시의회 본회의 일정 중 기념촬영을 하던 과정에서 여성 의원의 신체 일부에 팔꿈치가 닿은 장면이 영상에 포착되며 강제추행 혐의로 기소됐다.

이 의원은 당시 상황을 묻는 질문에 “당시 본회의장에는 언론인들과 여러 의원들이 있었고, 자리를 조정하던 중 벌어진 일”이라며 “당시에도 현장에서 곧바로 미안하다고 했고, 실제로 신체 접촉이 있었는지도 몰랐던 상황이었다”고 말했다. 

다만 동영상 확인 후 접촉 사실은 인정했으며, “고의로 추행할 의도는 전혀 없었다”고 해명했다.

이 의원은 “사건이 당시 정치적 긴장 국면과 맞물려 의도 이상으로 확대된 측면도 있었다”며 “결과적으로 무죄 판결이 나온 만큼 제 진심이 전해졌다고 생각한다”고 밝혔다.
