충남 금산군이 지역 내 사회적 고립가구를 대상으로 맞춤형 복지안전망을 강화하기 위해 이달부터 오는 12월까지 ‘안심살핌 우편서비스’를 실시한다. 

이번 사업은 정기적인 안부 확인과 함께 생활필수품을 전달하며, 대상 가구에 정서적 안정과 복지 정보를 제공하는 방식으로 운영된다.

이 서비스는 매월 두 차례 우편물을 발송해 고립 위험이 높은 주민의 안부를 살피고, 동시에 생필품을 동봉함으로써 일상생활에 실질적인 도움을 준다. 우편물에는 지역 복지정보와 정서적 위로를 전하는 내용이 포함되며, 필요 시 사회복지 전문 인력을 연계해 개별 상황에 맞는 복지서비스로 확장 지원할 계획이다.

지원 대상은 중장년 1인 가구, 사회적 단절을 겪는 청년, 조부모가 손자녀를 양육하는 조손가구 등 주기적인 관심과 관리가 요구되는 100가구로, 이미 장애인 활동지원, 노인요양보험, 노인맞춤돌봄서비스 등 기존 공공 돌봄을 받고 있는 가구는 제외된다. 이는 복지 사각지대에 놓인 실질적인 돌봄 공백층을 집중적으로 지원하려는 취지다.

이번 사업은 군이 지난 3월 행정안전부의 ‘읍면동 스마트 복지·안전 서비스 개선모델 개발 지원사업’ 가운데 ‘안심살핌 우편서비스’ 부문에 선정되면서 본격 추진됐다. 

이를 통해 확보한 총사업비는 6천만 원으로, 국비 2천만 원, 군비 2천만 원, 우체국공익재단의 민간기부금 2천만 원이 함께 투입됐다. 군은 이번 사업을 계기로 지역 실정에 맞는 복지안전망 모델을 구축해 향후 지속 가능한 사회안전 시스템으로 확장할 방침이다.

군 관계자는 “최근 사회적 단절로 인한 위기 상황이 늘어나면서, 고립가구에 대한 체계적이고 정서적인 돌봄이 더욱 중요해졌다”며 “안심살핌 우편서비스가 금산군민의 정서적 안정을 돕고 생활 안전망을 더욱 촘촘히 하는 데 실질적인 역할을 하기를 기대한다”고 밝혔다. 

이어 “앞으로도 군민 모두가 안심하고 살아갈 수 있는 환경 조성을 위해 복지 체계를 지속적으로 개선해 나가겠다”고 덧붙였다.

이번 사업은 단순한 사회복지 전달 체계의 관점을 넘어, 소외된 이웃을 향한 공동체의 관심을 우편이라는 일상적인 방식으로 구현한 점에서 의미가 깊다는 평가다.

The total project cost secured through this was 60 million won, with 20 million won from the national budget, 20 million won from the county budget, and 20 million won from the private donation of the Post Office Public Welfare Foundation. The county plans to use this project as an opportunity to establish a welfare safety net model that fits the local conditions and expand it into a sustainable social safety system in the future.

A county official said, “As the number of crisis situations due to social isolation has increased recently, systematic and emotional care for isolated households has become more important,” and “We hope that the Safe Care Postal Service will play a practical role in helping the emotional stability of Geumsan County residents and further strengthening the safety net for their lives.”
