충청남도의회가 가파르게 증가하는 지방채무 문제에 대응하기 위해 ‘충남형 재정준칙’ 마련을 위한 첫 발걸음을 내디뎠다. 

이를 위해 충남도의회는 14일, 도의회 회의실에서 열린 ‘2025년 상반기 재정 토론회’를 통해 지방재정의 건전성을 확보하기 위한 제도적 대응의 필요성을 제기하며 본격적인 논의에 착수했다고 밝혔다.

이날 토론회는 충남도의 실질 채무가 2020년 5천억 원 수준에서 오는 2025년 약 2조 원에 육박할 것으로 예상되는 상황 속에서 열렸다. 

도의회는 이처럼 가파르게 불어난 채무에 대한 체계적 관리의 필요성을 지적하며, 사전에 위험을 차단하고 예산운영의 책임성을 강화하는 제도적 장치로서 ‘재정준칙’의 도입이 필요하다고 강조했다.

좌장을 맡은 이현숙 도의회 예산정책자문위원회 부위원장(국민의힘, 비례대표)은 “현재의 재정 구조는 미래세대에게 부담을 전가할 수 있는 위험성을 안고 있다”며 “재정 운영의 투명성과 지속가능성을 보장하기 위한 제도적 통제 장치가 절실한 시점”이라고 말했다.

발제자로 나선 황규선 강원연구원 박사는 강원도의 재정준칙 운영 사례를 소개하며, 지출총액을 일괄적으로 제한하는 방식보다는 ‘통합재정수지’와 ‘실질채무 비율’과 같은 유연한 관리 지표를 통해 탄력적인 운영이 필요하다고 제언했다.

이어진 지정 토론에서는 재정 전문가들이 참여해 실효성 있는 준칙 도입 방안과 제도의 한계를 진단하고, 이를 보완할 수 있는 제도적·법적 장치에 대한 다각적인 논의가 이뤄졌다. 

토론에는 이제경 충남대 교수, 윤주철 국회예산정책처 분석관, 김동균 한국법제연구원 박사, 임민식 충남도 예산담당관 등이 참여해 다양한 시각을 공유했다.

충남도의회 홍성현 의장(천안1, 국민의힘)은 “재정준칙 도입은 더 이상 선택의 문제가 아닌 필수 과제”라며 “도의회는 도민의 부담을 최소화하고, 책임 있는 재정운영 시스템 구축을 위한 입법·정책적 지원을 아끼지 않겠다”고 강조했다.

이번 논의를 계기로 충남도의 재정 운영은 보다 투명하고 계획적인 방향으로 전환될 것으로 기대된다. 도의회는 앞으로 구체적인 기준 마련과 관련 조례 제정 등 실질적인 추진을 위한 후속 논의에 박차를 가할 계획이다.

Chungnam Provincial Council Chairman Hong Seong-hyeon (Cheonan 1, People Power Party) emphasized, “Introducing fiscal guidelines is no longer a matter of choice but a necessary task,” and “The provincial council will not spare legislative and policy support to minimize the burden on residents and establish a responsible fiscal management system.” It is expected that Chungnam Province’s fiscal management will shift toward a more transparent and planned direction through this discussion.
