충남 논산시가 지적재조사 과정에서 발생하는 주민 갈등과 민원을 현장에서 해결하기 위해 국토교통부, 충청남도, 한국국토정보공사(LX)와 손잡고 ‘합동 찾아가는 지적재조사 현장 상담실’을 운영했다. 이번 행사는 13일 논산 강경대흥1지구에서 진행됐다.

현장 상담실은 지적재조사 사업의 실효성을 높이기 위한 주민 밀착형 서비스로, 경계 협의에 어려움을 겪는 토지소유자들에게 실질적인 지원을 제공하는 데 목적이 있다. 

총 517필지, 195명의 소유자가 포함된 강경대흥1지구는 그동안 불명확한 경계와 토지 정보로 인해 주민 간 갈등 소지가 있었던 지역이다.

이날 상담에서는 ▲측량과 면적 차이 발생 시 설명 및 조정 절차 ▲인접 토지 소유자 간 경계 분쟁 조율 방안 ▲협의 중 갈등 발생 시 중재 절차 등 주민들의 실생활과 밀접한 주제들이 다뤄졌다. 현장에 나온 전문 인력들은 각 사례에 대해 1:1로 상담하며 실무적인 해법을 제시했다.

이와 함께, 상담실 한켠에는 지적제도의 발전 과정을 조망할 수 있는 전시 공간도 마련됐다. 과거의 종이 지적도와 부책형 토지대장을 비롯해, 현재 사용 중인 전산 지적자료와 최신 측량 장비인 드론, 전자평판, 면적측정기 등 7종의 기기를 소개해 주민들이 제도의 흐름과 기술 변화를 체험할 수 있도록 했다.

충남도 임택빈 토지관리과장은 “현장 상담실은 주민과 행정이 소통하며 문제를 해결하는 열린 행정의 좋은 사례”라며 “앞으로도 주민 중심의 지적행정 서비스를 지속적으로 확대해 불필요한 갈등을 줄이고 사업의 신뢰도를 높이겠다”고 강조했다.

한편, 논산시는 오는 16일까지 해당 지역 마을회관에 경계 협의 전용 현장사무소를 설치해, 토지소유자들과의 본격적인 경계 협의를 이어갈 계획이다.
