충남 논산시가 지적재조사 사업의 일환으로 오는 5월 12일부터 16일까지 강경읍 대흥1리 마을회관에 현장사무소를 운영한다. 

이번 조치는 강경대흥1지구 내 토지 소유자들과 토지 경계에 대한 협의 절차를 원활하게 진행하고, 시민들의 재산권 행사를 돕기 위한 것이다.

현장사무소에는 논산시 토지정보과 공무원과 한국국토정보공사 직원이 상주해, 토지소유자들의 의견을 직접 청취하고 개별 필지의 경계 설정에 대해 설명한다. 

특히 드론으로 촬영한 고해상도 항공영상을 바탕으로 제작된 도면을 활용해, 지적공부에 등록된 경계와 현실 이용 현황을 한눈에 비교할 수 있도록 안내할 계획이다.

이러한 시각적 자료는 경계에 대한 오해를 줄이고, 소유자의 이해를 높이는 데 효과적이라는 평가다. 사업 관계자는 “기존 지적도와 실제 현황 사이의 차이를 보다 명확히 보여줄 수 있어, 경계 분쟁을 사전에 예방하는 데 큰 도움이 될 것”이라고 말했다.

현장을 직접 방문하기 어려운 토지소유자는 논산시청 토지정보과를 통해 동일한 자료를 열람하고 의견을 제시할 수 있다. 

현장 및 시청을 통해 접수된 의견은 경계 결정에 반영되며, 이후 지적확정예정통지서가 토지 소유자와 이해관계인에게 우편으로 발송될 예정이다. 통지를 받은 사람은 수령일로부터 20일 이내에 서면 의견서를 제출할 수 있다.

논산시는 이번 대흥1지구 현장사무소 운영을 시작으로, 올해 지적재조사 대상인 나머지 3개 지구에도 동일한 방식의 현장사무소를 차례로 설치할 방침이다. 

시 담당자는 “지적재조사 사업은 단순한 측량을 넘어, 토지 이용의 효율성을 높이고 시민의 재산권을 보다 안정적으로 보장하는 국가 차원의 제도”라며, “앞으로도 시민 중심의 협의 절차와 정보 제공에 최선을 다하겠다”고 밝혔다.
