긴 연휴를 앞둔 지난 5월 2일 오전 7시 30분쯤, 대전 중구에 위치한 7층짜리 숙박시설에서 화재가 발생해 투숙객 4명이 연기 흡입으로 병원 치료를 받았다. 불은 최상층 705호 객실에서 시작됐다.

 

해당 객실은 몽골 국적 여성이 노모와 함께 거주하며 숙소 관리 업무를 보조하던 공간이었다. 관리실 측은 본지 기자와의 인터뷰에서 “세탁실로 사용 중이던 공간에서 세탁기 합선으로 추정되는 불꽃이 발생했다”고 주장했다.

 

소방당국은 장비 36대와 인력 100여 명을 긴급 투입, 43분 만에 불길을 잡았다. 이 과정에서 6명이 구조되고 29명이 자력으로 대피해 대형 인명 피해는 막을 수 있었다. 

 

숙박업소 관리자는 “화재 발생 직후 여성의 어머니가 관리실에 불이 난 상황을 알렸고, 아랫층 투숙객을 우선 대피시킨 후, 소방대원들에게 고층 인원들에 대한 구조를 요청했다”고 설명했다.

 

하지만 사고 당일 오후 6시 30분경, 현장을 찾은 본지 기자는 여전히 타는 냄새와 그을음이 남아 있는 건물에서 별다른 공지 없이 영업이 재개된 정황을 포착했다. 

 

예약 후 도착한 한 가족 여행객은 “엘리베이터가 작동하지 않고, 벽면엔 화재 흔적이 그대로인데도 안내 한 마디 없이 운영하는 건 납득이 안 된다”며 “감전이나 2차 화재 위험을 우려한다”고 목소리를 높였다. 아울러 "연휴라 다른 숙소를 찾는 것도 어려운 상황"이라며 발을 동동 굴렀다.

현행 ‘다중이용업소의 안전관리에 관한 특별법’에 따르면, 화재 등으로 시설이 손상된 경우 관계 기관의 점검을 거쳐야 하며, 필요하다면 영업정지 조치도 가능하다. 즉, 시설이 법정 기준에 부합하지 않을 경우, 시정명령을 내리거나 영업을 잠시 중단시킬 수 있다는 것이다.

익명을 요구한 대전 소방 관계자는 “규모가 크지 않은 화재의 경우에는 어느정도 상황이 수습되고 나면, 영업을 재개하는 경우도 있다" 면서, "사업자의 영업 손실 등 개인의 재산권 행사와 생존권 보장의 차원에서 무조건 영업을 하지 못하도록 강제할 권한은 없다"고 말했다. 

 

이어 "상황에 따라 법적으로 강제할 수 없는 부분도 있지만, 화재 직후 투숙객의 안전을 최우선으로 고려해 충분한 점검이 이루어질 필요성이 있으며, 아무런 안전 조치없이 영업을 재개하는 것은 또 다른 사고로 이어질 수 있기 때문에 신중을 기해야만 한다"는 의견을 전했다.

 

한편, 경찰과 소방당국은 지난 3일 합동 감식을 통해 화재 원인과 안전 관리 실태를 조사했으며, 현재 수집된 증거물들을 토대로 국과수 정밀 감정이 진행 중인 것으로 알려졌다.
