충남 보령시가 ‘2024년 공공기관 개인정보 보호수준 평가’에서 기초자치단체 중 최고 등급인 A등급을 획득했다. 개인정보보호위원회가 주관하는 이번 평가는 개정된 개인정보보호법 시행 이후 처음으로 전국 1426개 공공기관을 대상으로 실시됐다.

이번 평가는 기존의 ‘개인정보 관리수준 진단’ 제도에서 평가제로 개편·확대된 이후 첫 적용 사례다. 개정된 법률 제11조의2에 근거하여, 각 기관의 개인정보 보호 관리 체계를 정량적·정성적으로 다각도에서 평가했다.

시는 개인정보 보호책임자 지정 및 업무·역할, 개인정보처리방침의 적정성 및 이행 수준, 개선 노력을 포함한 정책 수행 전반에서 높은 점수를 받았다. 특히 개인정보 보호 교육의 체계적 운영과 사후관리 노력 등이 우수 사례로 주목받았다.

보령시 관계자는 “공공기관의 신뢰 확보를 위해 전 부서가 함께 노력한 결과”라며 “내년에는 보안 솔루션 고도화, 내부관리 계획 정비, 실무자 교육 강화 등을 통해 개인정보 보호 역량을 더욱 끌어올릴 계획”이라고 밝혔다.

한편, 이번 A등급 평가는 시민의 정보주권 보호를 위한 행정의 책무를 실현해 나가는 기초 지자체의 모범 사례로, 향후 타 자치단체에도 일정한 영향을 미칠 것으로 보인다.
