세종시의회가 외국인 주민의 지역사회 정착을 지원하고 다문화 정책을 강화하기 위한 실질적인 논의의 장을 이어가고 있다. 

이를 위해 세종시의회는 4월 25일 의회청사 대회의실에서 ‘정주 외국인(다문화) 지역사회 활성화를 위한 연구모임’ 제2차 간담회를 개최했다고 밝혔다.

이번 간담회는 세종시에 거주하는 외국인 주민들이 안정적으로 지역에 정착하고, 지역사회와 함께 성장할 수 있는 정책적 기반을 마련하기 위한 취지로 마련됐다. 

간담회에는 연구모임 대표를 맡은 홍나영 의원과 김현옥 의원을 비롯해 다문화 및 이민 정책 분야의 전문가들이 참석했다. 참석자 중에는 군산대 강영숙 교수, 한국이민사회전문가협회 이미경 부회장, 세종시가족센터 하미용 센터장, 다문화엄마학교 김영길 학교장 등이 포함됐다.

간담회에서는 현재 진행 중인 연구 용역의 착수 보고가 이뤄졌다. 대전세종연구원 소속 최성은 책임연구위원은 연구 과제의 목적과 범위, 추진 일정 등을 설명하며, 세종시에 적합한 외국인 지원 정책을 도출하기 위한 접근 방식을 공유했다. 

이어진 자유토론에서는 연구모임 회원들이 과업의 방향성에 대한 다양한 의견을 제시하고, 연구내용의 보완 필요성을 논의하는 등 활발한 의견 교환이 이루어졌다.

특히 이날 간담회에서는 세종시가족센터장 하미용 위원이 외국인정책 기본계획과 다문화가족정책 기본계획을 비교 분석한 내용을 발표해 눈길을 끌었다. 두 정책의 추진 전략과 주요 내용을 비교하며 현재 세종시가 직면한 과제와 향후 정책 개발의 방향을 짚었다.

홍나영 대표의원은 “다문화와 외국인 이슈는 세종시의 미래 성장과 밀접한 주제”라며 “이번 간담회를 통해 정책 기반을 튼튼히 다지고, 외국인 주민이 안정적으로 지역에 뿌리내릴 수 있는 실질적인 방안 마련에 최선을 다하겠다”고 강조했다.

한편, 이번 연구모임은 세종시에서는 처음으로 외국인 주민을 대상으로 한 정책 연구 용역을 진행 중이다. 연구는 외국인 주민 실태 조사, 국내외 정책 환경 분석, 사례 연구 등을 바탕으로 인구 감소 대응 및 지역경제 활성화를 위한 외국인 인재 유입 전략을 포함하고 있으며, 실효성 있는 정책 제언 도출에 중점을 두고 있다.

세종시의회는 “이번 연구가 외국인 주민을 지역사회의 동반자로 포용하고, 지속 가능한 다문화 지역사회 통합을 위한 제도적 토대를 마련하는 데 크게 기여하길 기대한다”고 밝혔다.

To this end, Sejong City Council announced that it held the 2nd research meeting of the ‘Research Group for Activating the Local Community of Foreigners (Multicultural)’ in the conference room of the council building on April 25.

The meeting was attended by experts in the fields of multiculturalism and immigration policy, including Hong Na-young and Kim Hyeon-ok, who are the representatives of the research group. At the symposium, a report on the commencement of the research project currently in progress was made. In the free discussion that followed, the research group members actively exchanged opinions, such as presenting various opinions on the direction of the task and discussing the need for supplementing the research content.

In particular, at the symposium that day, Sejong City Family Center Director Ha Mi-yong drew attention by presenting a comparative analysis of the Basic Plan for Foreigner Policy and the Basic Plan for Multicultural Family Policy. By comparing the implementation strategies and main contents of the two policies, she pointed out the current challenges Sejong City is facing and the direction of future policy development.

Representative Hong Na-young emphasized, “Multicultural and foreigner issues are closely related to the future growth of Sejong City,” and “Through this symposium, we will do our best to solidify the policy foundation and devise practical measures to enable foreign residents to settle down in the region stably.”

Meanwhile, this research group is conducting a policy research service targeting foreign residents for the first time in Sejong City. The research includes a strategy for attracting foreign talent to respond to population decline and revitalize the local economy based on a survey of the status of foreign residents, analysis of domestic and international policy environments, and case studies, and focuses on deriving effective policy recommendations.

The Sejong City Council stated, “We hope that this research will greatly contribute to embracing foreign residents as partners in the local community and establishing an institutional foundation for sustainable multicultural community integration.”
