충남 공주시의회가 세계유산 인접 부지에 계획된 간선급행버스체계(BRT) 차고지 설치에 제동을 걸고 나섰다.

이와 관련 공주시의회는 18일 제258회 임시회 제2차 본회의에서 ‘공주세종 BRT사업 산성동 차고지 이전 촉구 건의안’을 만장일치로 채택했다. 

핵심은 산성동(금성동 201-1번지) 부지에 계획된 버스차고지를 세계유산 공산성 인근이라는 이유로 전면 재검토하라는 것이다.

이번 건의안은 국토교통부 대도시권광역교통위원회(이하 대광위)가 2024년 8월 28일 고시한 ‘세종-공주 BRT 구축사업’의 일환으로 추진 중인 산성동 차고지 조성 계획에 정면으로 문제를 제기했다.

문제의 부지는 2015년 유네스코 세계유산으로 등재된 ‘백제역사유적지구’ 중 하나인 공산성과 불과 수백 미터 거리에 위치해 있다. 해당 지역은 유적 보호를 위한 시각·환경 보존구역으로, 대형 차량의 유입이나 시설 개발은 문화재 가치 훼손 우려가 꾸준히 제기되어 왔다.

공주시의회는 이번 건의안을 통해 차고지 위치의 전면 재검토 및 대안 마련 ,사업 진행 시 주민과의 충분한 소통 및 투명한 정보 공유 ,향후 BRT 2단계(공주 KTX역~공주시내버스터미널) 노선 확장을 고려한 장기적 안목의 입지 선정 등을 국토부에 강력히 요구했다.

건의안을 대표 발의한 이용성 부의장은 “세계유산 보호와 주민 생활권 보장을 위해, 현 차고지 계획은 결코 묵과할 수 없는 사안”이라며 “국가기관의 일방적 계획 강행은 문화유산을 존중하지 않는 처사이자, 지역사회와의 신뢰를 훼손하는 결정”이라고 날을 세웠다.

이어 “차고지 계획은 단순히 행정적 절차를 넘어 지역 정체성과 국제적 위상을 지키는 문제이며, 관계 기관은 조속히 현실적이고 지속가능한 대안을 제시해야 한다”고 강조했다.

한편, 국토부가 추진 중인 세종~공주 BRT 사업은 2026년 상반기 완공을 목표로 하고 있으며, 해당 차고지 부지는 차량 정비·주차 공간으로 활용될 예정이다. 

그러나 지역 주민들과 문화재 전문가들은 ‘왜 꼭 세계유산 옆이어야 하냐’는 근본적 의문을 제기하고 있어 논란은 당분간 계속될 전망이다.
