대전경찰청(청장 황창선)dl 지난해 8월부터 올해 3월까지 약 7개월간 딥페이크 성착취물 범죄 근절을 위한 특별단속을 실시한 결과, 텔레그램 내 '겹지방'을 운영한 10대 A씨를 포함한 총 214명을 검거했다고 밝혔다.

이번 단속은 대전경찰청이 25명의 특별수사 TF를 구성해 전국 단위의 집중 단속에 참여한 결과로, 전국 검거 인원 963명 중 22.2%에 해당하는 수치를 기록하며 두드러진 성과를 보였다.

문제가 된 ‘겹지방’은 연예인, 학교 동창, 지인 등의 사진을 악용해 인공지능 딥페이크 봇(Bot)을 통해 성착취물을 제작‧공유하는 텔레그램방으로, 최대 15,752명이 참여해 총 36,086개의 성착취물이 유포된 것으로 확인됐다.

대전경찰청 사이버수사대는 텔레그램방을 개설·운영한 10대 A씨 등 4명과, 딥페이크를 제작한 10대 B씨 등 5명을 청소년성보호법 및 성폭력처벌법 위반 혐의로 검찰에 송치했다. 

또 해당 링크를 SNS에 게시한 10대 C씨 등 2명, 딥페이크 성착취물을 구매하거나 인스타그램에 게시한 10대 D씨 등 203명도 같은 혐의로 송치했다.

검거된 214명 중 10대가 145명(67.8%)으로 가장 많았고, 이어 20대 57명(26.6%), 30대 9명(4.2%), 40대 3명(1.4%) 순으로 나타났다.

경찰은 '겹지방'이 운영자 탈퇴와 함께 폐쇄된 이후에도 참여자의 휴대폰 포렌식 분석을 통해 삭제된 성착취물을 복구했으며, 텔레그램 본사와의 국제공조를 통해 운영자 및 참여자를 특정했다. 수사에는 2021년부터 시행된 ‘위장수사’ 기법도 적극 활용됐다.

대전경찰청은 모든 딥페이크 성착취물을 삭제하고 관련 텔레그램방을 폐쇄했으며, 피해자 보호를 위해 가명조서 작성, 디지털성범죄 피해자지원센터 연계, 안전조치 및 국선변호인 선임 등을 지원했다.

경찰 관계자는 “장난삼아 친구 사진을 딥페이크로 합성해도 무기징역 또는 5년 이상의 중형에 처해질 수 있는 심각한 범죄”라고 강조하며, “지속적인 수사와 함께 예방교육 및 홍보 활동도 병행하겠다”고 밝혔다.

한편, 대전경찰은 집중단속 기간 중 학교전담경찰관(SPO)을 통해 대전 관내 272개 초‧중‧고등학교를 대상으로 사이버 성범죄 예방교육을 실시했다. 딥페이크 범죄의 문제점과 처벌 수위를 담은 숏폼 영상을 SNS, 맘카페 등에 홍보하여 경각심을 높이는 데 주력했다.
