충남 청양군 운곡면이 무려 3년 만에 울려 퍼진 아기 울음소리로 지역사회에 반가움과 희망을 전했다.  

지난 3월 5일, 최승호·방혜지 부부는 소중한 생명의 탄생을 알리기 위해 들뜬 마음으로 운곡면사무소를 방문했으며, 경사를 맞이한 운곡면 원로회는 아이의 건강한 성장을 기원하며 축하금을 전달했다. 

새 생명의 탄생 소식을 접한 이흥원 원로회 회장은 “정말 기쁘고, 아이의 행복한 성장을 위해 함께 응원하겠다”고 말했다. 

또한 심기상 운곡면장은 “이번 출생이 지역사회에 활력을 불어넣는 계기가 되길 바란다”며 “출산과 육아 지원을 지속적으로 확대해 나가겠다”고 전했다.

그러나 기쁜 소식의 이면에는 지방 중소도시 인구 감소라는 현실이 놓여 있다. 청양군의 출생아 수는 2019년 101명에서 2024년 63명으로 큰 감소세를 나타냈으며, 특히 운곡면에서는 최근 3년간 출생신고가 단 한 건도 없었다. 

이처럼 저출산과 고령화는 더 이상 먼 이야기가 아니라, 지역의 존립 자체를 위협하는 중대한 문제라는 인식이 정부 관계부처를 비롯해 전국 지자체로 빠르게 확산되고 있다. 

이에 군은 관광객 유입을 통한 생활 인구 확보를 목표로 ▲고추·구기자 축제 개편, ▲3대 관광권역 개발(칠갑, 천장, 장곡지구), ▲충남도립파크골프장 건립 등의 정책 실행에 박차를 가하고 있으며, 2025년을 '관광 도시 조성의 해'로 선포했다. 

이와 함께 '공공임대 주택 보급, 빈집 이음사업, 청년 셰어하우스 건립' 등 정주여건 개선을 위한 '청양형 돌봄 정책'도 추진 중이다.

김돈곤 군수가 인구문제 인식개선 릴레이 캠페인을 통해 "미래를 위해 지역 공동체 모두가 지방 소멸에 대한 인식을 공유하는 것"이 중요함을 강조한 바 있듯이 지역 출산율 증가, 정주 및 생활 인구 유입, 귀농·귀촌 유도 등 청양군의 지속가능한 인구 증가를 위한 정책들이 앞으로 어떠한 방향성을 가지고 추진돼 나갈지 귀추가 주목된다.
