충남 부여군이 지속되는 인구 감소 문제에 대응하기 위해 ‘2025년 부여군 인구감소지역대응시행계획’을 수립했다고 17일 밝혔다. 

이번 계획은 ‘부여군 인구감소지역 대응 기본계획(2022~2026)’의 연차별 실행 방안으로, 지난 14일 열린 인구감소지역대응위원회를 통해 확정됐다.

이번 시행계획은 ‘활력·매력·행복이 더하는 열린 도시, 부여’라는 비전 아래 ▲생활인구 확대, ▲정주여건 개선, ▲지역경제 활성화 등 3대 전략을 중심으로 추진된다. 이를 실현하기 위해 부여군은 기존 사업 9개를 지속 확대하고, 신규 사업 7개를 추진하기로 하는 등 16개 중점사업을 최종적으로 선정했다. 

주요 사업으로는 스마트 농업 고도화, 부여 서동요 역사관광지 활성화, 규암나루 청년임대주택 조성 등 기존 정책의 연속성과 효과를 높이는 사업이 포함됐다. 또한 청년기금 조성과 우리아이 동행마루 조성 등 지역 특성에 맞춘 신규 사업을 통해 청년 유입과 정착을 지원할 계획이다.

부여군 관계자는 “저출산과 수도권 집중화로 인해 농촌 지역의 인구 감소가 심화되고 있다”며 “지속 가능한 인구정책 추진을 통해 정주 인구 유출을 방지하고 지역에 활력을 불어 넣는 체류 인구를 확대할 수 있도록 최선을 다하겠다”고 밝혔다.

한편, 부여군은 2021년 행정안전부로부터 인구감소지역으로 지정된 바 있다. 2024년 말 기준 인구는 5만9,484명으로, 전년 대비 2.3% 감소했다. 특히, 고령화율이 41.3%에 달해 인구 감소와 고령화 문제가 동시에 심화되고 있어, 이번 대응책의 실효성이 주목된다.
