충청남도가 지천댐 건설과 관련하여 찬반 주민의 의견을 충분히 반영하기 위해 협의체를 구성하겠다고 11일 밝혔다. 

충남도의 이번 결정은 지천댐 반대대책위의 우려에 대한 대응으로, 환경부와 수자원공사가 협의체에 참여하지 않겠다는 입장을 표명한 가운데 이루어졌다. 

주민 요청이 있을 경우 댐 추진 방향에 대한 설명을 위해 참석할 것이라는 계획이다.

충남도는 반대대책위의 협의체 참여 반대 주장에 대해, 오는 12일 청양군과 부여군과의 논의를 통해 반대대책위가 협의체에 참여할 수 있도록 촉구할 계획이며, 18일까지 협의체 구성을 완료하겠다고 밝혔다. 

만약 반대측이 계속해서 협의체 참여를 거부할 경우, 청양군과 부여군과 함께 참여를 촉구할 예정이다. 

또한, 협의체 운영 중 언제든지 참여를 원할 경우 참여할 수 있도록 하겠다고 덧붙였다. 위원 수가 부족할 경우에는 공정성을 확보하기 위해 공개 모집도 고려하고 있다.

김영명 환경산림국장은 지천댐 건설 시 취수구 설치 문제에 대해 환경부의 공식 입장을 설명하며, 상수원보호구역 지정이 없기 때문에 추가 규제가 없을 것이라고 밝혔다. 

그는 지천댐 건설이 청양과 부여 지역의 홍수 피해를 줄이는 데 기여할 것이라고 강조했다. 댐 건설로 인해 빗물을 담을 수 있는 공간이 늘어나고, 금강홍수통제소에서 저류량을 결정함으로써 치수 안전이 향상될 것이라는 설명이다.

충남은 만성적인 물 부족 지역으로, 2035년까지 하루 약 18만 톤의 용수가 부족할 것으로 예상되고 있다. 현재 청양군은 보령댐과 대청댐, 마을 상수도로부터 물을 공급받고 있으나, 극심한 가뭄 시 용수 공급에 어려움이 예상된다.

지천댐 건설에 따른 1000억 원의 예산 지원은 환경부의 건설사업 및 지원사업 외에도 도에서 추가로 지원하는 예산으로, 댐 협의체를 통해 주거, 산업, 농축산, 관광 분야에 집중 투자할 계획이다. 

충남도는 지난해부터 환경부 지역설명회와 공청회 등을 통해 의견 수렴을 시도했으나, 회의 자체를 거부한 반대대책위에 협의체 참여를 요청하며 의견 개진을 당부했다.
