지난 10일 현직 교사가 재학생을 살해한 충격적인 사건이 발생해 전국민에게 충격을 주면서 교육당국의 대처에 대해 여러 지적이 나오고 있는 가운데, 대전시교육청이 2월 14일 “안전한 학교 만들기 지원 대책”을 발표했다.

특히, 고위험군 교사가 질병휴직 후 조기 복직할 경우 질병휴직위원회를 반드시 개최하도록 하고, 2회 이상 질병휴직을 한 교사는 질환교원심의위원회를 의무적으로 개최해야 한다. 

또한, 위원회 구성 시 정신과 전문의를 포함한 외부 자문 위원도 위촉하여 학교 지원을 강화할 방침이다.

이어 ‘초등돌봄교실 안전관리 체제 강화’를 위해 오는 2월 21일까지 초등돌봄교실의 안전관리 현장 점검이 실시된다. 

늘봄지원센터 직원이 학교를 방문하여 시설 안전, 돌봄교육활동 안전, 귀가 안전을 점검하고, 이후 각 학교에서 월 1회 자체 점검을 실시하며, 교육청은 분기별 1회 현장 방문 점검을 진행할 계획이다. 

또한, CCTV 설치를 확대하고, 취약 시간대에 자원봉사자 등 안전 보호 인력을 배치하여 학생들이 안전하게 귀가할 수 있도록 지원할 예정이다.

교육청은 또, ‘학생 심리상담 지원 및 보호 인력 지원 확대’를 위해 교육청 차원의 ‘마음건강협의체’를 신설하고, 위기 학생에 대한 맞춤형 종합 지원을 계획하고 있다고 밝혔다.

마지막으로, ‘교원 상담 치유 프로그램 강화’로 ‘에듀힐링센터’의 기능을 강화하여 모든 교원에게 개인 상담을 상시 제공하고, 마음 돌봄 상담을 추가로 지원할 예정이다. 

대전교육연수원에서 실시하는 복직 예정자 대상 연수 시 심리․정서 프로그램을 포함하도록 하며, 교원 정신건강 증진을 위한 치료비도 지원할 계획이다.
