장종태 국회의원(더불어민주당, 대전 서구갑)이 5일 오전 대전시의회에서 열린 기자간담회에서 대전과 충남의 행정통합에 대한 자신의 의견을 밝혔다. 

먼저 장 의원은 충청권의 정치적 중요성을 강조하며, 다음 선거에서 모든 후보들이 충청에 대한 관심을 가져야 한다고 주장했다.

장 의원은 그러면서 "충청권 최고의 리더십이 나올 때가 됐다"며, 이는 충청 지역의 염원이라고 언급했다. 

대전시와 충남도의 행정통합과 관련해서는 행정통합에 대한 논의가 대구와 경북의 사례를 들어 쉽지 않음을 지적하며, "갑자기 이런 화두를 던지는 것이 대전 충청에서 얼마나 지지를 받을지는 미지수"라고 말했다.

그는 대전과 충남의 통합 논의가 세종과 충북을 배제한 반쪽짜리 논의라고 지적하며, "행정통합은 두 개를 합치는 것이며, 이미 10년 전부터 통합 논의가 있었지만 실현되지 않았다"고 강조했다. 

장 의원은 대전과 충남의 통합이 과거 대전이 충남에서 분리되기 이전으로 돌아가는 것에 불과하다고 지적하며, "깊이 있는 논의 없이 갑자기 통합론이 등장하는 것은 바람직하지 않다"고 덧붙였다.

또한, 메가시티 개념의 상호 발전을 위한 협력 시스템 구축이 필요하다고 덧붙였다.

장 의원은 "메가시티가 잘 되고 나서 통합 논의가 이루어져야 한다"며, 현재는 그럴 때가 아니라고 주장했다. 

장 의원은 또 대전과 금산 통합의 중요성을 강조했다.

그는 대전시와 금산군이 통합을 하게 된다면 현재 대전시가 추진하고 있는 수백만평의 산업단지 조성 계획이 좀더 낳은 방향으로 진행될 것으로 보인다고 말했다.

그러면서 장 의원은 "대전시가 산단조성을 위해 여러 계획을 발표 했지만 대전시의 경우 산단 조성비용이 많이 들어가 결과적으로 공급가 상승으로 이어지기 때문에 대전에 기업을 유치하는것이 어려움에 처할 수도 있다"고 판단했다.

장 의원은 "대전과 금산이 통합을 하게 된다면 대전에서의 산단조성을 통한 기업 유치를 하는것 보다 금산과 통합을 이뤄 산단 조성을 한다면 기업을 유치하는데 도움이 될 것이고, 통합이 이루어진다면 충남에 마이너스가 되지 않을 것"이라고 말했다.

마지막으로, 그는 이장우 대전시장이 통합에 대한 의향을 보였던 점을 언급하며, "협력해야 한다"고 강조했다. 장 의원은 충남이 앞으로도 무한한 발전 가능성을 갖고 있다고 확신하며, 지역 발전을 위한 지속적인 노력이 필요하다고 밝혔다. 

또한, 최근 대전시 인사 논란에 대해서도 "특정 인물을 반복적으로 기용하는 '회전문 인사'는 문제가 있다"며, 이는 인력풀이 좁다는 방증이기도 하다고 지적했다. 

이어 "선출직 공직자의 특성상 반대 진영의 인사들에게 불이익을 주지 않는 것이 원칙"이라며, 인사의 기준은 능력과 경력이어야 하며 특정 세력에 편향된 인사는 바람직하지 않다고 강조했다.

Rep.
