충남 천안시가 충청남도, 아산시와 함께 ‘생활폐기물 소각시설 1호기 대체시설 상생협력’ 업무협약을 체결했다고 22일 밝혔다. 

이날 천안시 환경에너지사업소에서 열린 협약식에는 김태흠 충남도지사와 박상돈 천안시장, 조일교 아산시장 권한대행 등이 참석했다. 

이번 협약에 따라 3개 기관은 장기간 표류했던 생활폐기물 소각시설 1호기 대체시설을 설치·운영하기 위해 협력하게 된다. 

생활폐기물 소각시설 1호기 대체시설은 2031년 준공을 목표로 1670억 원을 투입해 천안시 서북구 백석공단1로 97-13 일원에 부지면적 1만 7581㎡, 건축면적 4305㎡ 규모, 일 400t의 생활폐기물·음폐수 처리 시설로 건립된다. 

3개 기관은 대체시설이 원활하게 설치될 수 있도록 행정적 절차 이행, 사업비 확보 등 폐기물 감량화·자원순환 정책 협력, 주민지원방안 이행, 주민지원기금 효율적 집행, 소각시설 현대화 및 대기오염물질 배출 관리 강화 등을 추진한다. 

대체시설 설치는 기존 소각시설 내구연한 초과, 생활폐기물 발생량 증가에 따른 용량 부족 등으로 신규 소각시설을 설치하는 사업이다. 

천안시는 2022년 입지선정위원회를 구성하고 대체시설 설치 부지로 기존 생활폐기물 소각시설 인근인 천안·아산 접경지대를 선정했다. 

시는 아산지역 마을 등이 포함된 주민지원협의체와 상호협력 협약을 체결했으나, 2023년 아산시와 상생지원금, 주민지원협의체 위원 구성, 기금 배분 등에 대한 의견 차이로 사업 추진에 난항을 겪어왔다. 

천안시는 아산시가 환경부 중앙환경분쟁조정위원회의 분쟁 조정 결과를 수용하지 않자 지난해 6월 충청남도에 중재를 요청했고, 도가 아산시의 주변영향지역 주민을 대상으로 주민설명회, 간담회를 개최하는 등 대체시설 필요성을 적극적으로 설명하면서 타협을 끌어냈다.

천안시는 협약에 따라 생활폐기물 소각시설 1호기 대체시설 행정절차를 착수해 2028년 착공할 계획이다.

The replacement facility for household waste incineration facility No. 1 will be built with a site area of 17,581㎡, a building area of 4305㎡, and 400 tons of household waste and drinking wastewater treatment facilities in 97-13 Baekseok Industrial Complex 1-ro, Seobuk-gu, Cheonan, with a goal of completing it in 2031. 

The three organizations will promote the implementation of administrative procedures, cooperation in waste reduction and resource circulation policies, such as securing project costs, implementation of resident support measures, efficient execution of resident support funds, modernization of incineration facilities, and strengthening air pollutant emission management so that alternative facilities can be installed smoothly. 

The installation of alternative facilities is a project to install new incineration facilities due to the excess durability of existing incineration facilities and lack of capacity due to the increase in household waste generation. 

Cheonan City formed a location selection committee in 2022 and selected the Cheonan-Asan border area near the existing domestic waste incineration facility as the site for the installation of alternative facilities. 

The city signed a mutual cooperation agreement with the residents' support council, which includes villages in Asan, but has been struggling to push ahead with the project due to differences in opinions on win-win subsidies, membership of the residents' support council, and fund distribution with Asan in 2023. 

Cheonan City requested Chungcheongnam-do to mediate in June last year when Asan City did not accept the results of the dispute settlement by the Ministry of Environment's Central Environmental Dispute Mediation Committee, and the province actively explained the need for alternative facilities, such as holding resident presentations and meetings with residents in the affected areas of Asan City.

In accordance with the agreement, Cheonan City plans to start administrative procedures for alternative facilities for household waste incineration facility No. 1 and start construction in 2028.
