충남 논산시가 30여 년간 지속된 축사 악취 문제를 해결하기 위한 적극적인 행정 노력이 행정안전부 주관의 규제개선 분야 평가에서 전국 5대 우수사례로 선정됐다. 

이는 2024년 충청남도 내 첫 번째 우수사례로, 시민을 위한 논산시의 불합리한 규제 개선 노력이 주목받고 있다.

백성현 논산시장은 민선 8기 취임 이후 광석면의 양돈단지로 인한 악취 문제 해결을 위해 농림축산식품부의 스마트축산단지조성 공모사업을 활용하기로 결정했다. 

그러나 초기 공모사업 지침은 논산시의 상황에 맞지 않아 신청이 불가능한 상태였다. 그럼에도 불구하고 논산시는 시민의 숙원을 해결하겠다는 강한 의지를 가지고 모든 노력을 기울였다.

백 시장은 관련 부처, 기획재정부, 충남도, 국회 등을 총 14차례 방문하며 광석면 양돈단지의 현실과 문제점을 직접 설명하고 사업의 필요성을 강조했다. 

이러한 노력 끝에 농림축산식품부의 스마트축산단지 조성사업 지침이 개정되었고, 공모사업 선정이라는 성과를 거두었다.

개정된 지침은 조성 규모를 15ha에서 3~30ha로 확대하고, 기존 노후 축사를 이전하는 방식에서 축산시설이 밀집된 현 부지를 활용할 수 있도록 변경하는 내용을 포함하고 있다. 

이로 인해 논산시는 2024년 3월 스마트축산단지 조성사업 공모에 단독 선정되었으며, 사업비 57억 원 중 36억 원의 국비를 확보했다. 

현재 사업은 본궤도에 올라 기술검토위원회와 단지 내 축산 농가와의 소통을 통해 추진계획이 구체화되고 있다.

백성현 시장은 “오랜 시간 동안 해결의 실마리를 찾지 못했던 광석 양돈단지 문제를 해결한 것은 현장 중심의 적극적인 규제 발굴 및 개선 노력 덕분”이라며, “앞으로도 시민을 위한 더 나은 삶의 환경을 만들기 위해 혁신적이고 창의적인 행정을 지속하겠다”고 밝혔다.

또한, 논산시는 찾아가는 규제개혁신고센터를 운영하여 각종 규제로 어려움을 겪고 있는 사업체와 소상공인, 지역단체의 애로사항을 청취하고 개선 방안을 마련하기 위해 노력하고 있다.

After taking office as the 8th elected mayor, Baek Seong-hyeon of Nonsan City decided to utilize the Ministry of Agriculture, Food and Rural Affairs' smart livestock complex development public offering project to resolve the odor problem caused by the pig farm complex in Gwangseok-myeon.

As a result, Nonsan City was selected as the sole candidate for the Smart Livestock Complex Development Project in March 2024, and secured KRW 3.6 billion of the KRW 5.7 billion project cost.

The project is currently on track, and the implementation plan is being concretized through communication with the Technology Review Committee and livestock farms in the complex.

Mayor Baek Seong-hyeon said, “The problem of the Gwangseok pig farm, which had been unresolved for a long time, was solved thanks to the field-centered, proactive regulatory discovery and improvement efforts,” and added, “We will continue to implement innovative and creative administration to create a better living environment for citizens.”

In addition, Nonsan City operates a mobile regulatory reform reporting center to listen to the difficulties of businesses, small business owners, and local organizations suffering from various regulations and work to devise improvement measures.
