[기고]대전 중구 성락종합사회복지관, 지역주민을 위한 시설로 남고 싶습니다...

안녕하십니까. 

성락종합사회복지관의 운영법인인 사회복지법인 기독교대한성결교회 사회사업유지재단의 박탁순 이사장입니다. 

성락종합사회복지관은 한국전쟁 이후인 1952년, 아동복리시설 성락원으로 처음 설립‧운영된 것을 시작으로 1961년 본 법인의 산하시설로 등록해 1992년에 현재의 자리에 개관한 이래로 지역주민을 위한 교육프로그램, 방과 후 아동 돌봄 서비스, 저소득가정 및 고령자를 대상으로 한 경제지원 등 다양한 복지 프로그램을 운영하고 있으며 같은 건물 내에 지역아동센터와 어린이집도 함께 운영하고 있습니다. 

등록 회원 수만 500여 명, 하루 평균 이용 인원도 300여명에 이를 만큼 지역 주민 분들도 자주 찾는 공간인데, 최근 저희 복지관이 큰 고민에 빠졌습니다. 바로 이번 용두 3구역 재개발이 진행되며 생긴 문제인데요. 

현재 재개발 사업은 용두동 일대에 추진되고 있고, 저희 복지관도 재개발 부지에 포함되어있습니다. 16개 동 1991채 규모로 아파트 단지가 세워질 예정인데 문제는 이러한 건설로 인한 복지관의 이전 및 건립 대책이 협의되지 않은 상태에서 재개발사업이 이루어지고 있다는 점입니다.

중구에는 4개의 종합사회복지관이 있습니다. 그중 하나인 성락종합사회복지관은 주민들의 안전한 돌봄 협력체계를 구축하고 구청 및 동과 연계하여 네트워크 사업들을 다양하게 펼치고 있는 등 민관협력으로 복리증진을 위해 필요한 역할들을 하고자 노력하고 있습니다. 재개발로 지역이 정비되면 지역주민의 복지 향상을 위한 복지관의 역할은 더 확대되고 커질 것으로 봅니다. 

용두동 3구역 재개발정비사업조합과 시공사인 HDC현대산업개발은 복지관 건물 자리에 아파트를 조성할 계획은 있지만 복지관의 운영을 위해 협의하거나 상의하지 않고 있습니다. 

이 모든 사실을 알게 된 것도 최근의 일입니다. 재개발 추진위원회가 설립되기 이전인 2022년, 저희 복지관 관계자와 당시 추진준비위원회, 구청 관계자가 한 차례 모여 복지관 이전 및 건립 대책을 차후에 협의하기로 소통했었는데 지난해 조합이 설립된 이후로 현재까지 이렇다 할 논의 없이 재개발이 추진되고 있습니다. 

재개발사업 시공사가 다시 선정되었기에 이렇게 답답한 마음을 호소드립니다. 

용두동 3구역은 우리나라의 뼈아픈 역사인 6‧25전쟁 이후 피난민들이 터를 잡아 오늘에 이른 동네입니다. 저희 성락복지관은 오랜 세월 용두동 주민들과 함께하며 전쟁고아를 돌보던 것을 시작으로, 어린이와 노인, 더 나아가 주민들의 다채로운 여가를 돕는 역할을 해왔습니다. 

성락복지관이 이곳에 존재하는 한, 앞으로도 이러한 노력을 멈추지 않을 것이며 주민과 함께 호흡할 것입니다.

이에 성락복지관은 지금의 부지에 존치할 수 있기를 바라는 입장입니다. 저희 복지관이 재개발의 위기를 딛고 시공사, 재개발추진위원회와 원만한 협의를 거칠 수 있도록 많은 관심 부탁드립니다.
