대전·세종·충남선거관리위원회(선관위)는 제1회 전국동시새마을금고이사장선거(3월 5일) 및 상반기 재·보궐선거(4월 2일)를 앞두고 설 명절 전후로 위법행위 예방 및 단속 활동을 강화한다고 밝혔다. 

이번 조치는 명절 인사 명목으로 금품을 제공하거나 사전선거운동을 하는 등 위법행위가 발생할 우려가 커짐에 따라 특별 예방·단속을 실시하기 위해 마련됐다.

선관위는 입후보예정자와 정당, 국회의원, 지방자치단체장, 지방의원 및 새마을금고 등 관련 기관과 단체를 대상으로 방문 면담과 안내 자료 배부를 통해 적극적인 예방활동을 전개할 예정이다. 

그러나 사전 안내에도 불구하고 중대선거범죄가 발생할 경우에는 무관용 원칙을 적용하여 고발 등 엄중히 조치할 방침이다.

특히, 선관위는 명절 기간 동안 금품 수수 및 선거법 위반에 대한 경각심을 높이기 위해 유권자들에게 주의를 당부하고 있다. 

공직선거법 및 위탁선거법을 위반하여 명절 선물을 수수하거나 식사를 제공받는 경우, 최고 3천만 원의 범위에서 제공받은 금액의 10배 이상 50배 이하에 해당하는 과태료가 부과될 수 있다.

과거 사례로는 국회의원 보좌관 명의의 명절 선물(40,000원 상당 곶감)을 택배로 제공받은 선거구민 124명에게 총 2960만 원의 과태료가 부과된 바 있으며, 후보자가 되려는 사람의 친척으로부터 명절 선물(18,000원 상당 장아찌 세트)을 택배로 제공받은 선거구민 296명에게는 총 5229만 원의 과태료가 부과되었다.

대전·세종·충남선관위는 명절 연휴 동안에도 신고 및 접수를 위한 비상연락체제를 유지하며, 위법행위를 발견할 경우 1390번으로 즉시 신고·제보해 줄 것을 요청했다. 

위법행위 신고자에게는 포상금심사위원회의 의결을 거쳐 최고 5억 원(금고이사장선거 3억 원)의 포상금이 지급될 예정이다.
