박수현 국회의원(더불어민주당, 충남 공주·부여·청양)은 10일 문화체육관광위원회 현안질의에서 ‘공주 마곡사 오층 석탑’을 ‘보물’에서 국가지정문화유산 ‘국보’로 승격시킨 국가유산청의 노력을 치하하며 후속 관리 대책을 주문했다고 밝혔다.

국가유산청은 “2024년 4월 ‘문화유산 위원회’의 현지조사와 10월~12월 ‘건축유산 분과’의 검토 및 심의를 거쳐 2025년 1월 9일 ‘공주 마곡사 오층 석탑’을 국보로 지정 고시했다”고 밝혔다.

박수현 의원은 최응천 국가유산청장에게 “대한불교조계종 6교구 본사인 공주 마곡사에 위치한 오층 석탑은 제작기법이 정교하고, 예술적 완성도가 뛰어나 문화유산으로서의 가치가 매우 크다”며 “행정절차로 승격에 그치는 것에서 한걸음 더 나아가는 대책이 필요하다”고 강조했다.

그는 “공주시와 협의를 통해 ‘공주 마곡사 오층 석탑’의 문화적 가치를 널리 알리는 홍보 대책과 체계적인 관리·보존 대책이 반드시 필요하다”고 주문했다.

이에 대해 최응천 국가유산청장도 “적극적인 홍보 대책으로 그 문화적 가치를 널리 알리도록 최선을 다하겠다”고 화답했다.

‘공주 마곡사 오층 석탑’이 국보로 승격된 데에는 예술적 완성도와 양식의 특수성뿐 아니라 그 역사적 가치가 인정받았기 때문이다. 

이 석탑은 고려 후기에 조성되어 길이 2m의 금동보탑을 옥개석 위에 올리는 이른바 ‘탑 위에 탑’의 매우 특수한 양식을 갖추고 있다. 제작기법 상 우리나라에서는 유일한 것으로, 당시 불교문화의 국제적인 교류 양상을 보여주는 문화유산으로서의 가치가 매우 크다.

국가유산청에 따르면 ‘공주 마곡사 오층 석탑’은 우리나라 458번째 국보로 지정받았으며, 올해 3월에는 마곡사 주최로 국보 지정서를 전달하는 행사가 진행될 예정이다.

Rep. Rep. Park Soo-hyun emphasized to Choi Eung-cheon, the head of the National Heritage Administration, that “the five-story stone pagoda located at Magoksa Temple in Gongju, the headquarters of the 6th district of the Jogye Order of Korean Buddhism, has sophisticated manufacturing techniques and outstanding artistic perfection, and its value as a cultural heritage is very high.” He added, “We need measures that go beyond just upgrading it through administrative procedures.”

He requested, “We absolutely need to come up with promotional measures and systematic management and preservation measures to widely publicize the cultural value of the ‘Gongju Magoksa Five-story Stone Pagoda’ through consultation with the city of Gongju.”

In response, Choi Eung-cheon, the head of the National Heritage Administration, said, “We will do our best to widely publicize its cultural value through active promotional measures.”

The reason the ‘Gongju Magoksa Five-story Stone Pagoda’ was promoted to a national treasure is not only because of its artistic perfection and unique style, but also because its historical value was recognized.

This stone pagoda was built in the late Goryeo Dynasty and has a very special style called ‘a pagoda on top of a pagoda,’ in which a 2m-long gilt-bronze pagoda is placed on top of a roof stone.
