충남 천안시의회 김철환 의원(국민의 힘, 성환읍·직산읍·입장면)이 제275회 임시회 제1차 본회의에서 ‘천안시 소상공인 지원제도 개선’을 주제로 5분 발언을 실시했다고 9일 밝혔다.

김철환 의원은 “경기 불황으로 인해 소상공인의 채무가 누적되고 있으며, 이로 인해 지역신용보증재단의 대위변제율이 급증하고 있다. 현재 폐업률이 창업률을 역전하는 등 매우 어려운 상황에 놓여 있다”고 지적했다. 

그는 “천안시의 경우 2024년 소상공인 대위변제율이 2020년 코로나 시기보다 4배 급증하여 경영난이 심각하다”고 강조했다.

이에 따라 김 의원은 소상공인을 위한 특단의 대책을 요구하며, “지역화폐 정책 등 지역경제 활성화를 위한 지속적인 지원과 대출 상환 및 이자 지원의 확대가 조속히 시행되어야 한다”고 주장했다. 

그는 올해 천안시의 소상공인에 대한 특례보증금액 및 이자 지원금액 축소에 대한 질책과 대안을 요구했다.

끝으로 김 의원은 독일의 소상공인 경기 침체 회복 사례를 언급하며, 이자 지원 등의 외부 지원뿐만 아니라 채무 상환 능력을 회복할 수 있도록 맞춤형 컨설팅 프로그램 제공 등의 지원 필요성을 강조했다. 

김 의원은 이러한 조치들이 소상공인들이 어려운 상황을 극복하는 데 큰 도움이 될 것이라고 덧붙였다.
