<브레이크뉴스>가 을사년 새해 신년을 맞아 지난 2024년도 한 해 동안 동료의원들도 인정하는 공부하는 의원, 집행부 공무원들도 인정한 의원, 기승전결이 확실한 의원, 집행부의 행정 행위에 대한 날카로운 질문을 통해 지방의회의 품격을 높혔다고 평가 받고 있는 대전 서구의회 서다운 의원(더불어민주당, 서구라선거구-용문 탄방 갈마1,2동)에 대한 인터뷰를 진행했다.

 

인터뷰는 사전에 <브레이크뉴스>에서 작성한 10개의 질문지를 보내 인터뷰한 내용으로 아래는 서다운 의원과의 인터뷰 내용 전부를 옮긴 것이다.

 

질문) 먼저 대전 서구청 공무원들이 선정한 우수의원에 선정된 것을 축하합니다. 소감을 밝혀 주시길 바랍니다.

 

- 매우 뜻깊고 감사합니다. 두 번의 구의원 임기를 보내면서 함께 일하는 공직자분들이 어떻게 생각하고 계신가가 늘 궁금했습니다. 이번 평가에 전체 공직자 중 58%가 투표에 참여하였고 그 결과 베스트 의원 2인에 속하는 영광을 얻었습니다. 

 

여러 문장들로 평가를 해주셨는데 요구·기대가 함께 반영되었다고 생각합니다. 

 

의정활동할 때 가장 가까이에서 지켜보고 실은 자체 평가를 해주고 계신 공직자분들의 평가인 만큼 무거운 책임감으로 기대에 부응하는 의정활동을 위해 더욱 노력하는 계기로 삼겠습니다. 

 

질문) 2024년도 의정활동에 대해 동료 의원들이 바라본 서다운 의원은 사전 준비를 철저히 하는 의원으로 기억되고 있는데 평소 상임위 활동은 물론 본회의장에서 5분 자유발언, 구정질의 등을 위해 사전에 어떻게 준비를 했는지 답변 바랍니다.

 

- 좋은 평가를 해주신 분들에게 감사드립니다. 자유발언문이나 구정질문을 준비하는 데 있어 사전 준비 시간이 상당히 오래 걸리는 편입니다. 

 

실제로 글을 쓰는 데는 오래 걸리지 않지만 사전 자료 준비 과정이 깁니다. 주제를 정하면 이와 관련하여 최근 기사, 보도자료, 입장문, 논문, 해외사례 등 참고할 만한 자료를 최대한 많이 수집하여 읽고 또 읽은 뒤 이번 사안에 활용할 내용을 재정리한 뒤에야 글을 쓰게 됩니다. 

 

이후에도 글에는 담지 않았지만 우선 순위를 정해 참고사항으로 2차 정리를 해놓고 있습니다. 

 

그럼에도 발언이 끝나면 아쉬움이 남는데요. 이 부분도 정리해 놓고 아쉬움을 줄여나가기 위해 노력하고 있습니다. 

 

질문) 특히 본회의장에서 구청장을 상대로 한 1문 1답 구정질의는 상당한 준비를 하지 않으면 집햅부의 답변에 제대로 대응을 하지 못할 뿐 아니라 오히려 역 교육을 받을 수도 있는데 서 의원님은 특별히 구정질의를 위해 많는 노력과 사전 공부를 한것으로 알고 있는데, 올해 기억에 남는 구정질의와 그로 인한 성과 소게와 5분 자유발언에 대해서도 소개를 부탁합니다.

 

- 지난 8대 임기에서는 구정질의가 일괄질문, 일괄답변 형식으로 사실상 사전에 질문과 답변을 정해놓고 본회의장에서는 서로 읽고 끝내는 형식이었습니다. 

 

9대 의회가 개의되면서 서구의회 회의 조례를 일문일답, 즉 현장에서 즉문 즉답할 수 있게 개정을 한 바 있습니다. 

 

9대 의회에 들어와 총 6번, 21건의 구정질문을 진행하였는데, 그 중 쓰레기 장기 미수거 사태와 재발 방지 대책 촉구 질의, 환경 예산 축소·세구 감소에 따른 극복 방안 등 정책 현안에 대한 질의의 경우 정책이 단체장의 실천 의지와 행정 기조 확인이 매우 중요하기 때문에 문제점을 함께 확인하고 대안 방안을 공식적으로 논의해 나가는 측면에서 의미가 깊다고 생각합니다. 

 

한 측면으로는 현재까지 서철모 서구청장의 구 행정에 있어, 본인의 공직선거법 재판, 위탁선거법 위반 혐의, 구청 내 비리 행정 의혹, 불공정 채용 사건 등 정책이 아닌 도덕성과 연결된 문제가 여러 차례 발생하여 이 부분에 대해 구민을 대신해 문제를 확인하고 최종 관리자인 구청장으로 하여금 재발 방지에 확답을 요구하며 구민 대변자로서 더욱 성실히 일하기 위해 구정질문에 노력하고 있습니다.  

 

질문) 지방의원 특히 기초의회 의원은 지역민들의 의견을 듣기 위한 소통을 통한 생활정치를 실현하는 주민 밀착형 의정활동을 생활화 해야 된다고 보이는데 서 의원님은 평소 지역구민들과의 소통 방식과 구민들과의 소통을 통한 다양한 의견을 의정활동에 실제 접목한 대표적인 사례와 그에 대한 성과에 대해 밝혀 주시길 바랍니다.

 

- 대전 서구 용문동, 탄방동, 갈마1동, 갈마2동을 지역구로 두고 있습니다. 운전 미숙으로 주로 걸어다니거나, 자전거, 대중교통을 이용하고 있습니다. 그러다 보니 우연이라도 주민분들을 만나게 되는 기회가 많은 것 같습니다. 자주 만나고 이야기를 나눠야 한다고 생각해서 노력하고 있으나 여전히 아쉽고 부족한 부분이 많습니다. 

 

때문에 온라인 소통 부분을 강화하기 위해 노력하고 있습니다. 접근도가 높은 대형포털에서 “서다운”을 검색하시면 쉽게 제 휴대폰 번호를 찾으실 수 있으실텐데요. 문자나 전화, sns 메시지를 통해서도 민원을 접수하고 확인을 위해 노력하고 있습니다. 

 

이런 과정들이 모두 의정활동에 도움이 됩니다. 특히 행정사무감사를 할때에는 주민분들이 보내주신 현장 사진자료나 민원 내용들이 직접적으로 확인할 수 있어 크게 도움이 됩니다.

질문) 서구의회 의정활동 가운데 민주당 의원들이 다수를 차지하면서 정상적인 의정활동임에도 불구하고, 일방적으로 집행부를 몰아세우는 경향이 있다는 지적과 함께 당대당 대결구도를 형성해 집행부와의 불편한 관계가 지속되고 있다는 지적이 있습니다. 이러한 지적에 대한 서 의원님의 생각을 듣고자 합니다.

 

- 동의하기는 어렵습니다. 기초의회-기초자치단체에서 다루는 행정은 민생 최일선의 기초 행정입니다. 서구의 예산 중 60% 이상이 복지예산이며 가용 가능한 재정은 소폭 주는 등 열악한 상황입니다. 

 

때문에 서구의회는 여야 상관없이 구민을 위해 더 나은 행정에 대해 고민하고 이를 반영하기 위해 노력하고 있습니다. 

 

집행부가 요청하는 예산이나 조례의 경우 일부 수정은 되더라도 99% 이상 가결, 반영되고 있습니다. 이는 여야와 상관없이 민생 우선의 가치로 함께 협의, 협조하기 때문입니다.

 

구의원은 각각 입법기관으로 소신 정치를 하고 있고, 충분한 상호 토론을 통해 의견을 개진해 자신의 의견 관철을 위해 노력하고 있습니다. 이 과정 속 잡음은 있을 수 있으나 이는 민주주의에서 당연한 과정이고 이를 해결해 나가는 것은 정치력에 있다고 봅니다. 

 

현재 대전 서구의회의 구성은 더불어민주당 10인, 국민의힘 9인, 무소속 1인으로 더불어민주당이 절대 다수를 차지하고 있지도 않습니다. 

 

질문) 지난 한해 의정활동을 하면서 서 의원께서 발의한 조례안을 모두 소개해 주시고, 발의한 조례안 가운데 주민 실생활에 반드시 필요한 조례안에 대한 설명과 함께 앞으로 의정활동을 하면서 제정하고 싶은 조례안이 있다면 소개 부탁합니다.

질문) 구의회와 집행부의 협치가 절대적으로 필요한 이유는 두 기관 모두 지역민을 위한 행정과 의정활동을 한다고 봅니다. 한 해를 뒤돌아 보는 시점에 지난 1년 구의회와 집행부의 협치에 대한 서 의원의 평가와 함께 부족한 점과 채워야 할 부분이 있다면 어떤것이 있다고 판단이 되는지 의견 부탁합니다.

 

- 한정된 재정과 인력 속에서 어떻게 하면 구정 발전, 구민 행복을 위한 일을 할 수 있을 것인가에 대해서 의회와 집행부가 함께 고민하고 있다고 생각합니다. 

 

다만 이 과정 속 방법론, 우선순위에는 약간의 차이는 있을 수 있겠습니다. 이 차이를 줄이고 합의점을 찾는 과정이 중요하고 민주주의 절차 속 행정의 견제 기관인 의회의 역할을 합리적이고 논리적으로 보여드리는 것도 중요하다고 생각합니다.

 

아쉬운 부분은 때론 타협의 과정이 필요한데 현재 서구의 경우 타협 없이 폐기되는 안건이 발생하지 않는가 생각될 때가 있습니다. 이는 신뢰가 약하기 때문이라고 생각합니다. 

 

의정과 구정이 구민만 바라보며 때론 절충안을 마련하여야 하는데 이 과정을 신뢰하지 못하고 안건을 폐기하고 있지 않는가. 하나를 내어줄 수 없어서 99를 폐기하고 있지 않은가.신뢰가 필요하다고 생각합니다.

 

질문) 모든 행정이 완벽 할 수는 없다고 판단되는데 구의원으로서 바라본 집행부에 대한 개선해야 할 사항이나 당부하고 싶은 말이 있다면 부탁합니다.

 

- 신뢰와 상식입니다. 

 

행정은 문서로서 행해지고 기록으로서 행해집니다. 이 기록과 문서는 다른 법적 사유 혹은 이를 번복할 문서적 사유가 발생하기 전까진 유효합니다. 이것은 구민이 행정을 대할 때 당연히 행해질 것이라는 상식이자 신뢰입니다. 

 

또한 공직자의 말은 기록되지 않더라도 공직자라는 위치에서 주는 분명한 믿음과 신뢰가 있습니다. 그런데 이것이 지켜지지 않을 때는 믿었던 만큼 더욱 큰 실망과 불신으로 이어지게 됩니다.  

 

무너진 신뢰를 회복하는 것은 처음 신뢰를 쌓을 때보다 배로 어려움이 듭니다. 신뢰할 수 있는 일관된 행정으로 구민 눈높이와 상식에 부합하는 서구청이 되길 바랍니다. 

 

질문) 앞으로 1년 반 남은 의정활동 기간 활동 계획에 대해 한 말씀 부탁합니다.

 

4년의 임기는 짧기도 길기도 한 시간입니다. 

 

상반기는 선거 과정 속 주민께 약속 드린 공약과 정책에 대해 반영을 위해 노력하는 시간이고 후반기 2년은 그 결과를 확인하고 정비, 정리해야 할 것입니다. 

 

때문에 전반기 의정활동에 상대적으로 많은 조례 발의하고 건의, 결의안을 발의가 이뤄지게 됩니다. 남은 1년 반의 시간은 약속을 점검해 차질 없는 의정활동을 완성하고 공약 외로 지역 현안에 빠르게 대응하도록 노력하겠습니다. 

 

질문) 조금 이른 질문 같은데 재선 구의원으로 다음 지방선거 출마에 대한 계획과 포부가 있다면 부탁합니다.

 

- 시국이 매우 어렵습니다. 

 

현재 2026년도의 지방선거를 생각하거나 준비하기에는 개인적으로 매우 어렵습니다. 현재의 제 자리에서 구민을 위하는 일을 최우선으로 고민하여 의정활동과 정치활동에 최선을 다하며 시국 안정화를 위해서도 노력하겠습니다. 

 

혼란한 내전 상황이 종식되고 국가와 중앙 정부가 안정화된 뒤에 지방정부와 지방정치에서 일하고 있는 일원으로 어떤 역할을 할 것인지, 하고 싶은지, 할 수 있는지 깊게 고민해 보고자 합니다. 우선 국정 정상화를 위해 전념하겠습니다. 

 

질문) 서 의원에게 후한 점수를 주고 있는 동료의원들과 지역민들에 대해 남기고 싶은 말이 있다면?

 

- 청년 지방의원으로서 기대의 마음, 응원의 마음으로 좋은 메시지를 주신 것 같습니다. 정말 감사합니다. 

 

응원해주심에 부응하기 위해 더욱 노력하고 공부하며 성장해 나가갔습니다. 지난 2024년은 개인적으로도 많은 일들이 있었지만 마지막 한 달은 국민 모두에게 칠흑같이 어둡고 무거웠습니다. 

 

그럼에도 2025년 을사년 새해의 빛을 떠올랐습니다. 어둠을 단단히 하고 재정비하여 내일을 이어나가야 합니다. 

 

지방의원이기 이전에 지역 주민의 한 사람으로 위기를 극복해 나가기 위해 함께 더욱 노력하겠습니다. 2025년 새해에는 모든 분들 건강과 행복이 가득하시길 기원드립니다.

I have always wondered what the public officials I work with think as I have served two terms as a district council member. 58% of all public officials participated in the vote for this evaluation, and as a result, I was honored to be one of the two best members.

 

You evaluated me with several sentences, and I think that my demands and expectations were reflected.

 

Since this is an evaluation by public officials who are watching me closely and actually conducting their own evaluations during my legislative activities, I will take this as an opportunity to work harder to meet expectations with a heavy sense of responsibility.

 

Question 2) Regarding your legislative activities in 2024, Assemblyman Seo Da-woon is remembered by his fellow assemblymen as a member who thoroughly prepares in advance. Please answer how you prepared in advance for your regular standing committee activities as well as for your 5-minute free speech and policy questions in the plenary session.

 

- Thank you to those who gave me good evaluations. It takes a lot of time to prepare a free speech or policy questions in advance.

 

It doesn’t take long to actually write, but the process of preparing materials in advance is long. Once I decide on a topic, I collect as many reference materials as possible, such as recent articles, press releases, position statements, papers, and overseas cases, read and reread them, and reorganize the content to be used in this case before writing.

 

Even though it wasn’t included in the article, I’ve organized it in order of priority and made a secondary summary as a reference.

Since entering the 9th Assembly, I have conducted a total of 21 questions on the district administration six times. - My district covers Yongmun-dong, Tanbang-dong, Galma 1-dong, and Galma 2-dong in Seo-gu, Daejeon. I am not good at driving, so I mostly walk, use a bicycle, or use public transportation. As a result, I have many opportunities to meet residents, even if it is by chance. I am trying to meet and talk with them often, but there are still many areas where I feel regretful and lacking.

- It is difficult to agree. The administration handled by the basic council and basic autonomous bodies is basic administration on the front lines of people’s livelihood. Question 8) The reason why cooperation between the district council and the executive branch is absolutely necessary is that both organizations carry out administrative and legislative activities for the local residents. Looking back on the year, I would like to ask for your opinion on the evaluation of the cooperation between the district council and the executive branch over the past year, as well as what you think is lacking and what needs to be filled.

 

- I think the council and the executive branch are thinking together about how they can work for the development of the district and the happiness of the residents within the limited budget and manpower.

 

However, there may be some differences in the methodology and priorities during this process. I think the process of reducing these differences and finding common ground is important, and it is also important to rationally and logically demonstrate the role of the council as an administrative check and balance body within the democratic process.

 

The unfortunate part is that sometimes a process of compromise is necessary, but in the West, there are times when I think that there are agenda items that are discarded without compromise. I think this is because trust is weak.

 

The council and the district administration should look only at the citizens and sometimes come up with a compromise, but aren't they discarding the agenda because they don't trust this process? Aren't they discarding 99 because they can't give up one? I think trust is necessary.

 

Question 7) I believe that not all administrations can be perfect, but as a district council member, if there are any areas that need improvement or things you would like to say to the executive branch, please let me know.

 

- Trust and common sense.

 

Administration is carried out as documents and records. These records and documents are valid until other legal reasons or documentary reasons to overturn them arise. This is common sense and trust that citizens will naturally do when dealing with administration.

 

Also, even if the words of public officials are not recorded, there is clear trust and confidence given from the position of public officials. However, when this is not kept, it leads to even greater disappointment and distrust.

 

Restoring lost trust is twice as difficult as initially building trust. I hope that Seo-gu Office will become a trustworthy and consistent administration that meets the expectations and common sense of the citizens.

 

Question 9) Please tell me a few words about your plans for the remaining one and a half years of your term.

 

A four-year term is both a short and long time.

 

The first half of the year is a time to reflect the promises and policies made to residents during the election process, and the second half of the year is a time to check the results and organize and organize them.

 

Therefore, during the first half of the year, there will be a relatively large number of ordinances proposed and proposals and resolutions proposed. For the remaining one and a half years, I will review the promises made and complete the legislative activities without a hitch, and I will try to respond quickly to local issues outside of the promises.

 

Question 10) This may be a bit early, but if you have any plans or aspirations for running in the next local election as a re-elected district council member, please let me know.

 

- The current situation is very difficult.

 

It is personally very difficult to think about or prepare for the 2026 local elections. I will do my best in my legislative and political activities by prioritizing the work of the residents in my current position, and I will also work to stabilize the current situation.

I have worked harder, studied, and grown to live up to your support. There were many things that happened to me personally in 2024, but the last month was dark and heavy for all the people.

 

Nevertheless, the light of the new year of 2025, the year of Eulsa, has come to mind. We must firmly overcome the darkness, reorganize, and continue on to tomorrow.
