대전 서구의회 경제복지위원회 전명자 의원(더불어민주당, 복수동, 도마1·2동, 정림동)은 9일 의회에서 '초고령시대, 노인복지시설의 패러다임 전환을 위한 토론회'를 개최했다고 전했다.

토론회는 지난해 말 우리나라가 초고령사회에 진입한 가운데, 대전시 내 노인인구가 가장 많은 서구를 중심으로 변화하는 노인집단의 특성과 사회·정책적 환경 변화를 반영하여, 지역사회의 역할을 강화하고 새로운 복지 모델을 모색하기 위해 마련되었다. 

이를 통해 초고령사회에 대비한 노인복지시설의 재정립 방안을 논의하고자 했다는게 전명자 의원의 설명이다.

토론회에서 주제발표를 한 길태영 중부대학교 사회복지학 교수는 초고령사회 진입에 따른 기존 노인복지시설의 한계를 지적하며, 노인복지시설의 재정립 방안에 대해 설명했다. 

길 교수는 이어 노인주거복지시설 개선 방안으로 현재 노인장기요양보험제도에서 제외된 돌봄사각지대 노인들을 위한 ‘대전 서구형 실버노인시설’을 제안하고, 고령자들이 더 나은 환경에서 생활할 수 있도록 ‘세대 간 홈 셰어링’ 도입의 필요성을 강조했다.

또한, 노인여가복지시설 개선 방안으로는 노인복지관의 기능을 재설계하고 이를 세대통합서비스 기능으로 전환할 것을 제시했으며, 스마트 경로당 운영의 활성화도 강조했다.

이어진 발언에서 길 교수는 노인장기요양시설의 개선을 위한 법적, 제도적 방안들을 제안하며, 초고령사회에 대비한 노인복지시설과 인력의 공급 확대, 그리고 서비스 품질 향상의 중요성을 강조했다.

토론에서는 송지환 前 대전서구 인구정책 민간추진단 단장이 초고령시대에는 노인세대의 자립과 사회 참여를 강화해야 한다고 전했으며, 장창수 대전시 사회복지협의회 명예회장은 노인 인구 증가에 따른 연령별 맞춤형 여가문화복지 프로그램의 필요성과 세대 간 갈등 해소를 위한 세대공동체 프로그램 개발의 중요성을 언급했다. 

이준석 대전대학교 교수는 베이비부머 세대의 고령화에 따른 단기 보호 서비스 수요 증가를 설명하며, 맞춤형 서비스 개발과 정책적 지원 확대가 필요하다고 제안했다.

전명자 의원은 “이번 토론회를 통해 초고령화 시대에 맞는 복지시설의 새로운 모델을 모색하는 계기가 되었다”며, “앞으로도 지속적인 논의와 협력을 통해 노인 복지 정책이 실질적으로 개선될 수 있도록 최선을 다하겠다”고 밝혔다. 

이어 “모든 세대가 함께 존중받고 행복하게 살아갈 수 있는 사회를 만들기 위해, 지역사회와의 연계를 강화하고 다양한 복지 프로그램을 개발하는 데 힘쓰겠다”고 덧붙였다.

Daejeon Seo-gu Council Economic Welfare Committee Member Jeon Myeong-ja (Democratic Party of Korea, Bokseo-dong, Doma 1·2-dong, Jeongrim-dong) announced on the 9th that she held a 'Discussion for a Paradigm Shift in Elderly Welfare Facilities in the Super-Aging Era' at the council.

The discussion was held to reflect the characteristics of the changing elderly population and changes in the social and policy environment, focusing on Seo-gu, which has the largest elderly population in Daejeon City, as Korea entered a super-aging society at the end of last year, and to strengthen the role of the local community and seek a new welfare model.

Gil Tae-young, a professor of social welfare at Joongbu University who gave a keynote speech at the symposium, pointed out the limitations of existing welfare facilities for the elderly due to the entry into a super-aging society and explained a plan to reestablish welfare facilities for the elderly.

Professor Gil then proposed the ‘Daejeon Seo-gu-type Silver Nursing Home’ for the elderly who are currently excluded from the long-term care insurance system as a way to improve welfare facilities for the elderly, and emphasized the need to introduce ‘intergenerational home sharing’ so that the elderly can live in a better environment.

In addition, as a way to improve welfare facilities for the elderly, he suggested redesigning the functions of welfare centers for the elderly and converting them to integrated services for generations, and also emphasized the activation of smart senior centers.

In his subsequent speech, Professor Gil proposed legal and institutional measures to improve long-term care facilities for the elderly, and emphasized the importance of expanding the supply of welfare facilities and personnel for the elderly in preparation for a super-aging society, as well as improving service quality.
