더불어민주당 세종시을 국회의원이자 세종시당위원장인 강준현 의원이 9일, 기자회견을 열고 국정과 지역 현안에 대해 입장을 밝혔다.

강 의원은 먼저 12월 3일 비상계엄의 본질을 헌법과 법률을 위반한 내란행위로 규정하며, 신속한 탄핵과 수사를 통해 대한민국의 불확실성을 조기 종식해야 한다고 강조했다. 

그는 윤석열 대통령의 내란행위에 대한 처분이 두 가지 방향으로 진행되고 있다고 설명했다.

강 의원이 밝힌 두 가지 방향 가운데 하나는, 국회는 윤 대통령이 헌법상 계엄 절차를 중대하게 위반했기 때문에 탄핵소추를 의결했으며, 이는 헌법재판소의 심판을 통해 진행될 것이라고 밝혔다. 

이어 국가수사기관은 불법계엄이 형법상 내란죄에 해당한다고 보고 수사 중이라고 덧붙였다.

강 의원은 헌법 77조에 따라 계엄 선포 요건이 충족되지 않았고, 대통령이 국회에 통고하지 않은 점을 지적하며, 이는 헌법과 국가권력을 배제한 내란에 해당한다고 주장했다. 

그는 헌법재판소가 윤 대통령을 신속히 파면하고, 내란 수사를 조속히 진행해야 한다고 촉구했다.

세종시 현안과 관련해서는 세종시의 균형발전 의미가 쇠퇴하고 있다는 강 의원은 인구 유입 정체와 일자리 부족 문제를 극복하고 경제를 도약시켜야 한다고 강조했다. 

그는 행정수도 완성과 국가상징구역 조성을 통해 세종시를 세계적인 명소로 만들겠다는 계획을 밝혔다.

강 의원은 국회 세종의사당법이 통과되었고, 관련 예산이 확보되었다고 설명하며, 국회의장 및 당 지도부와의 긴밀한 소통을 통해 행정수도 명문화 개헌을 추진하고 있다고 말했다. 

또한, 대통령 세종집무실 설치법이 통과되었고, 세종지방법원 설치법도 국회를 통과했다고 덧붙였다.

그는 국가상징구역이 미국 워싱턴DC의 '내셔널몰'처럼 전 세계의 이목을 끌 수 있는 명소로 조성되어야 한다고 강조하며, 이를 위한 특별법을 준비하겠다고 밝혔다. 

강 의원은 세종의사당과 세종집무실이 한국 민주주의의 과거, 현재, 미래를 상징하는 공간이 되어야 한다고 말했다.

마지막으로, 강준현 의원은 세종국가산단의 성공을 위해 대기업들과의 긴밀한 소통을 이어가고 있으며, 탄핵 이후 비수도권에 대한 막대한 투자가 이루어질 수 있도록 정책을 제안하겠다고 밝혔다.

Rep. Kang Jun-hyun holds press conference on state affairs and Sejong City issues

On the 9th, Rep. Kang Jun-hyun, the Sejong City-eul National Assembly member and Sejong City Party Chairman of the Democratic Party of Korea, held a press conference to state his position on state affairs and local issues.

Rep. Kang first defined the nature of the martial law on December 3 as an act of rebellion that violated the Constitution and the law, and emphasized that the uncertainty in the Republic of Korea should be ended as soon as possible through swift impeachment and investigation.

Rep. Kang pointed out that the requirements for declaring martial law under Article 77 of the Constitution were not met and that the President did not notify the National Assembly, arguing that this constitutes an internal rebellion that excludes the Constitution and state power.

He urged the Constitutional Court to swiftly impeach President Yoon and conduct an internal rebellion investigation.

Regarding the current Sejong City issue, Rep. Kang emphasized that the significance of balanced development in Sejong City is declining and that the city must overcome the stagnant population and lack of jobs and boost the economy.

He announced a plan to make Sejong City a world-class tourist attraction by completing the administrative capital and creating a national symbol district.

Rep. Kang explained that the National Assembly Sejong Government Complex Act has been passed and the related budget has been secured, and said that he is pushing for a constitutional amendment to clearly state the administrative capital through close communication with the National Assembly Speaker and party leadership.

He also added that the Presidential Office Establishment Act in Sejong City has been passed and the Sejong District Court Establishment Act has also been passed by the National Assembly.

He emphasized that the national symbol zone should be developed into a landmark that can attract the attention of the world like the 'National Mall' in Washington D.C., USA, and announced that he would prepare a special law for this purpose.

Rep. Kang said that the Sejong Government Complex and the Sejong Office should become spaces that symbolize the past, present, and future of Korean democracy.

Lastly, Rep. Kang Jun-hyun said that he is continuing close communication with large corporations for the success of the Sejong National Industrial Complex and that he will propose policies so that massive investment can be made in non-metropolitan areas after the impeachment.
