세종시의회 임채성 의장이 2025년 신년 메시지를 통해 지난해 의정활동 성과를 공유하며, 올해 의회의 운영 방향과 목표를 제시했다. 

9일 오전, 신년 언론인 간담회를 개최한 임 의장은 시민 중심의 의정활동을 강화하고 세종시의 정체성을 확립하며, 의회와 집행부 간 협력을 더욱 공고히 할 것을 강조했다.

이날 간담회에서 임 의장은 지난해 세종시의회의 성과로 행정수도 완성의 진전이 있었다고 평가하면서 국회 세종의사당 건립 추진위원회 발족, 세종지방법원 설치법 통과 등 행정수도 완성을 위한 실질적 성과를 달성했다고 밝혔다. 

이어 시민 의견 수렴 창구로 자리 잡은 의정모니터단 운영이 인정받아 지방의회 우수사례 경진대회에서 장려상을 수상한 것과 세종시 최초로 시민이 직접 발의한 ‘교육활동 보호 조례안’이 통과되어 주민조례청구 제도의 새로운 가능성을 열었다고 평가했다.

또한 의원 입법 활동 성과와 관련해서도 의원 1인당 조례 제·개정안 발의 평균 20.9건을 기록하며 전국 17개 광역의회 중 1위를 차지했다는 점도 성과로 공개했다.

임 의장은 이러한 성과가 시민과의 소통과 참여를 기반으로 이루어진 것이라며, 앞으로도 시민의 삶과 밀접한 문제를 해결하는 데 주력하겠다고 밝혔다.

임 의장은 2025년 새해 의회 운영 방향도 제시했다.

임 의장은 먼저 세종시가 행정수도로서의 본래 정체성을 확립하기 위해 세종지방법원 조기 설치, 대통령 세종 집무실 설치, 세종시법 개정 추진 등을 중점적으로 추진하겠다고 밝혔다. 

또한 저출생 및 지방소멸 위기를 극복하기 위한 방안 마련과 2027년 하계세계대학경기대회 준비에도 만전을 기할 계획이다.

지방의회 역할 강화 의지도 밝혔다.

이를 위해 지방자치법 개정 이후 지방의회의 독립성을 강화하기 위해 지방의회법 제정을 촉구하고, 현장 중심 의정활동을 활성화할 방침이라고 밝힌 임 의장은, 시민의 목소리를 직접 듣는 활동을 확대해, 현장 이야기가 시정과 교육행정에 제대로 반영되도록 하겠다고 말했다.

지난해 크고 작은 갈등을 초래 했던 집행부와의 혈력강화를 추진한다는 계획도 밝혔다.

이를 위해 임 의장은 의회와 집행부 간 대립이 부각되었던 지난해를 반성하며, 올해는 시민을 위한 협력적 파트너 관계를 구축할 것을 강조했다. 

특히 주요 사업 추진 과정에서 시민의 의견을 반영하고, 의회가 조례 및 예산 지원을 통해 집행부의 정책을 뒷받침할 계획이라고 전했다.

임채성 의장은 “비 온 뒤 땅이 굳어진다”는 말처럼, 올해 의회와 집행부가 상호 존중과 협력을 통해 시민을 위한 변화를 만들어갈 것이라고 다짐했다.
