더불어민주당 장종태 국회의원(대전 서구갑, 국회 보건복지위원회)은 전신마취 등 의식이 없는 환자의 수술 시 수술 장면 촬영 여부를 환자 또는 보호자에게 사전에 고지하도록 의무화하는 내용을 담은 '의료법 일부개정법률안(의안번호 2206932)'을 26일 대표 발의했다.

이러한 상황은 수술실 의료행위의 투명성 확보를 저해할 우려가 있다는 지적이 제기되고 있다.

이에 장종태 의원은 의료기관의 장이나 의료인이 전신마취 등 환자의 의식이 없는 상태에서 수술을 시행하기 전, 환자나 보호자에게 수술 장면 촬영이 가능하다는 사실을 사전에 고지하도록 의무화하는 개정안을 발의했다. 

개정안에 따르면, 의료기관의 장이나 의료인은 전신마취 등 의식이 없는 환자의 수술을 시행하는 경우, 환자나 보호자에게 사전에 수술 장면 촬영이 가능함을 알리고, 요청이 있을 시 이를 촬영해야 한다.

장종태 의원은 “수술실 내 의료행위의 투명성을 강화하고 환자와 보호자의 알권리를 보장하기 위해 반드시 필요한 조치”라며, “이번 법안이 통과되면 환자의 안전성 확보와 더불어 의료기관에 대한 국민 신뢰도 회복에도 크게 기여할 것으로 기대된다”고 밝혔다.
